6NPA Relief Planning Principles and Considerations
- The relief plan chosen will seek to minimize end
users confusion while balancing the cost of
implementation by all affected parties. - For each relief activity proposed in the plan, it
is recommended that customers who undergo number
changes shall not be required to change again for
a period of 8-10 years. - All efforts should be made to choose a plan that
does not favor a particular interest group, i.e.,
no carrier should receive a distinct competitive
advantage over other carriers as a result of
reaching a consensus on a particular plan.
7NPA Relief Planning Principles and Considerations
(Cont.)
- CO Codes and NPA codes are public resources and
administrative assignment of these codes does not
imply ownership of the resource by the entity
performing the administrative function, nor does
it imply ownership by the entity to which the
resource is assigned. - The appropriate regulatory Commission (e.g. CRTC
in Canada) has the ultimate authority to approve
or reject a relief plan. - In the U.S. and Canada, geographic NPA code
boundaries do not usually extend across state or
provincial lines. Geographic NPA boundaries must
follow exchange boundaries.
8NPA Relief Planning Principles and Considerations
(Cont.)
- The NPA Code Relief Coordinator should facilitate
the selection of a consensus NPA code relief
alternative based upon input as outlined below. - Communications should be established with all
affected industry members, appropriate regulatory
bodies and the North American Numbering Plan
Administration (NANPA). This should be initiated
immediately after the need for NPA Code relief
has been determined.
9NPA Relief Planning Process
- The NPA relief planning process is described in
detail in the Canadian NPA Relief Planning
Guidelines - This process requires participation by Affected
Parties and other interested parties at NPA
Relief Planning Meetings (i.e. the NPA Relief
Planning Committee) - The major objective of the NPA relief planning
process is to ensure an adequate supply of CO
Codes is available at all times to the Canadian
telecommunications industry (i.e., ensure that
NPA Relief occurs in advance of NPA Exhaust)
10NPA Relief Planning Process (Cont.)
- Another objective of the NPA Relief planning
process is to develop, in accordance with the
Canadian NPA Relief Planning Guidelines and
associated time frames, a consensus position on
an NPA Relief Plan to be submitted for regulatory
authority approval. - It is the responsibility of all participants
(e.g. carriers, service providers, manufactures,
equipment suppliers, and users) to implement the
NPA Relief Plan.
11NPA Relief Planning Process (Cont.)
- The relief options shall cover a period of at
least five years beyond the Projected Exhaust
Date, and shall cover more than one relief
activity, if necessary, during the time frame. - The relief plan shall be a living document and
will reflect changes that take place over time
such as demand for NXX codes or other factors
(e.g., local competition, wireline and wireless
number portability, etc.) during the time it
takes to create. The annual and relief planning
NRUF analysis shall be used as one of the tools
in updating the options.
12NPA Relief Planning Process (Cont.)
- The relief plan, which will evolve from these
relief options, shall be prepared in accordance
with appropriate industry guidelines, e.g.,
Canadian NPA Relief Planning Guidelines, the INC
NPA Allocation Plan, etc. - Interested and industry parties are encouraged to
become involved in the development of the plan.
13NPA Relief Planning Process (Cont.)
- The choice of relief methods (e.g., split,
overlay, boundary realignment) is a local
decision and shall be specified in the plan,
along with boundaries if a split is chosen. The
estimated relief period shall be included in the
plan along with assumptions, projected code
assignment rates, etc. - For each relief activity proposed in the plan, it
is recommended that customers who undergo number
changes shall not be required to change again for
a period of 8-10 years.
14NPA Relief Planning Process (Cont.)
- In the long term, the plan shall result in the
most effective use possible of all CO Codes
serving a given area. Ideally, all of the CO
Codes in a given area shall exhaust about the
same time in the case of splits. In practice,
this may not be possible, but severe imbalances,
shall be avoided.
15The Roles and Responsibilities of the CNA in the
NPA Relief Planning Process
- Monitor CO Code Assignment and Availability
- Conduct Special or Relief Planning NRUFs
- Notify Affected Parties, NANPA, Telcordia TRA and
CRTC - Appoint a Meeting Moderator, an NPA Relief
Coordinator and a Meeting Secretary - Prepare Initial Planning Document (IPD)
- Issue Notice of Initial Meeting and Distribute
IPD to Affected Parties and appropriate
regulatory authority - Conduct Initial NPA Relief Planning Meeting
16The Roles and Responsibilities of the CNA in the
NPA Relief Planning Process (Cont.)
- Conduct subsequent NPA Relief Planning Meetings
- Notify the North American Number Plan
Administration and Telcordia TRA of the relief
planning activities - Make a public announcement

24New NPA Implementation Options
- Three NPA relief methods are the Geographic
Split, the Overlay and Boundary Realignment. - Based on the first two of the above methods used,
the following 7 relief options were identified
and examined in detail - Geographic Split - 6 options
- (Plans 1a, 1b, 2a, 2b, 3a and 3b)
- Distributed Overlay - 1 option (Plan 4)
- The CNA did not consider a Technology-
- specific Overlay since the introduction of
- WNP in Canada does not permit this Relief
- Option to be implemented.
-
-
25Split Considerations
- All NPAs must grow evenly
- Split should last a minimum of 8-10 years
- Relief method should have the least impact on
customers Telecommunications Service Providers - Financial
- Procedural
26Geographic Split
Plan 1a Southern region changes to New NPA
27Geographic Split
Southern region changes to New NPA (Plan 1a)
- The northern portion of NPA 418, with 153
Exchange Areas, would retain NPA 418, and the
southern portion of NPA 418, with 105 Exchange
Areas, would be reassigned to a new NPA. -
- Using this option, approximately 1,069,300 people
would be affected by a telephone number change to
the new NPA. -
- After the split, NPA 418 and the new NPA would be
expected to exhaust in 2037 and 2041
respectively.
28Geographic Split
Plan 1b Northern region changes to New NPA
29Geographic Split
Northern region changes to New NPA (Plan 1b)
- The southern portion of NPA 418, with 105
exchanges, would retain NPA 418, and the northern
portion of NPA 418, with 153 exchanges, would be
reassigned to a new NPA. - There would be around 667,700 people in NPA 418
that would be affected by a telephone number
change to the new NPA. - The quantity of number changes required by this
option is slightly better than the quantity of
number changes required by Plan 1a. - After this split, NPA 418 and the new NPA would
be expected to exhaust in 2041 and 2037
respectively.
30Geographic Split
Plan 2a Non-TELUS Quebec LIR region changes to
New NPA
31Geographic Split
Non-TELUS Quebec LIR region changes to New NPA
(Plan 2a)
- The portion of NPA 418 consisting of TELUS Quebec
LIR Exchange Areas, with 135 exchanges, would
retain NPA 418, and the portion of NPA 418
consisting of Bell, Sogetel, and Telebec LIR
Exchange Areas and Independent Exchange Areas,
with 123 exchanges, would be reassigned to a new
NPA. - Using this option, approximately 1,094,300
people would be affected by a telephone number
change to the new NPA. - After the split, NPA 418 and the new NPA would be
expected to exhaust in 2044 and 2034 respectively.
32Geographic Split
Plan 2b TELUS Quebec LIR changes to New NPA
33Geographic Split
TELUS Quebec LIR changes to New NPA (Plan 2b)
- The portion of NPA 418 consisting of Bell,
Sogetel, and Telebec LIR Exchange Areas and
Independent Exchange Areas, with 123 exchanges,
would retain NPA 418, and the portion of NPA 418
consisting of TELUS Quebec LIR Exchange Areas,
with 135 exchanges, would be reassigned to a new
NPA. -
- There would be around 642,700 people in NPA 418
that would be affected by a telephone number
change to the new NPA. The quantity of number
changes required by this option is slightly
better than the quantity of number changes
required by Plan 2a. - After this split, NPA 418 and the new NPA would
be expected to exhaust in 2033 and 2045
respectively.
34Geographic Split
Plan 3a South of St. Lawrence changes to New NPA
35Geographic Split
South of St. Lawrence changes to New NPA
(Plan 3a)
- The northern portion of NPA 418, with 114
exchanges, would retain NPA 418, and the southern
portion of NPA 418, with 144 exchanges, would be
reassigned to a new NPA. - Using this option, approximately 695,400 people
would be affected by a telephone number change to
the new NPA. - After the split, NPA 418 and the new NPA would be
expected to exhaust in 2032 and 2046 respectively.
36Geographic Split
Plan 3b North of St. Lawrence changes to New NPA
37Geographic Split
North of St. Lawrence changes to New NPA
(Plan 3b)
- The northern portion of NPA 418, with 144
exchanges, would retain NPA 418, and the southern
portion of NPA 418, with 114 exchanges, would be
reassigned to a new NPA. -
- There would be around 1,041,500 people in the
NPA 418 that would be affected by a telephone
number change to the new NPA. - The larger quantity of number changes required by
this option is a drawback compared to the
quantity of number changes required by Plan 3a. - After this split, NPA 418 and the new NPA would
be expected to exhaust in 2046 and 2032
respectively.
38Distributed Overlay
Plan 4 Distributed Overlay
39Distributed Overlay
Distributed Overlay (Plan 4)
- This Relief Option would introduce a new NPA to
overlay NPA 418. NPA 418 and the new NPA would be
expected to exhaust in 2008 and 2041
respectively. - No new telephone number changes would be required.
