Salient features of the programme
  • Full subsidy scheme shared between Centre and
    State in 7525 ratio
  • Allocation to State assigns 7525 weightage to
    housing shortage and poverty ratio
  • Allocation to district assigns 7525 weightage to
    housing shortage and SC/ST population
  • Unit cost of assistance is Rs. 25000 for plain
    areas and Rs 27500 for hilly areas
  • Upto 20 of IAY can be utilised for upgradation
    and / or credit-cum-subsidy scheme
  • A maximum of Rs. 50 lakh can be availed by
    districts for natural calamities from 5 IAY
    funds
  • Selection through Gram Sabha and is now expected
    to be from Permanent IAY Waitlist

Areas of concern
  • As part of Bharat Nirman, 60 lakh houses to be
    built under IAY between 2005-06 and 2008-09
  • 15.52 lakh houses were built in 2005-06 and 15.33
    lakh are targeted in 2006-07
  • Incomplete houses prior to year 2005-06 to be
    completed
  • Sanitary latrine and smokeless chullha in all IAY
    houses
  • Avoid delays in utilising 5 IAY funds earmarked
    for calamities
  • Urge families to take up credit-cum-subsidy
    scheme
  • Mechanism for encouraging appropriate / low cost
    / disaster resistant technology
  • Regular submission of Monthly Progress Reports

  • States that have incomplete houses prior to
    2002-03
  • Maharashtra, Goa, Jharkhand, HP, Rajasthan,
    Kerala, Andhra Pradesh
  • States constructed less nos. of sanitary latrine
    smokeless chullhas
  • Arunachal Pradesh, Bihar, JK, Goa and Nagaland
  • States that have not claimed 2nd instalment under
    5 IAY funds of 2004-05
  • Arunachal Pradesh, Gujarat, Assam, Tamil Nadu
  • States that have submitted MPRs of November

Permanent IAY List
  • All States/UTs are required to prepare permanent
    IAY waitlists of beneficiaries for every gram
    panchayat
  • These lists should be based on the BPL Census
    2002
  • Separate lists should be prepared for SC/ST and
    non-SC/ST beneficiaries
  • Waitlists are to be painted on the walls of every
    Gram Panchayat
  • The lists are also to be posted on the district
    website and brought out as booklets
  • Objective of waitlists is to ensure transparency
    in beneficiary selection process.
