• What is it?
• From a contract calendar perspective it is the
  time between NTP and either
• The field ACO is designated and arrives on site.
• Or, when an on-site ACO is designated.

  enforcing contract requirements.

• Contracts include specific actions the contractor
  must take immediately after NTP, which include
• Downloading their contract data from RMS
• First 120 day NAS schedule
• Post Award, or Pre-Construction Conference
• QA/QC Mutual Understanding conference
• QC Plan
• Safety Plan
• Submittal Register

• Why do we need it?
• History tells us
• -that if we, the Government, do not take all the
  necessary actions at the earliest time possible
  to ensure contract compliance, we potentially aid
  contractors claims of Government delay.

• Why do we need it?
• History tells us
• - that IF a contractor fails to act promptly to
  those early contract requirements then he tends
  to remains behind, making it difficult or
  impossible to catch up.
• -if we do not take prompt action and set the
  proper tone immediately by getting contractors to
  comply with those early contract requirements,
  then contractors do not feel compelled to comply
  with any other requirement.

• Why do we need it?
• History tells us
• -that a contractor who applies too few resources
  early in a contract will reach a point where
  adding resources will not accomplish the
  scheduled completion date.
• -adding resources late in a contract usually
  results in lower quality and more items added to
  the Punchlist.
• -we turn-over facilities before they are complete
  because our customers need them, further
  complicating contractors actions to complete the
  contract.

• At least one customer has asked for it!
• Lets not wait for other customers to demand it!

• When will it be applied?
• TAC is in the process of putting together a
  procedure to ensure that we do all we can to get
  our Contracts started correctly and in a timely
  manner, including
• A Green Zone Team
• All contract include requirement for NAS
• ALL contracts must include contractors use of RMS
• Identification of key personnel within P2 well
  before contract NTP is issued

• As soon as we can

• How do we make it work?
• The simplest answer is
• Focus team effort on ensuring contract compliance
  by all parties to the contract.
• If the contractor fails to promptly comply with
  the specified early submittal requirements..
• We do not process any payment estimates! Why?
  Because we are not contractually required to make
  payments unless all contract requirements are met.
