Near-Term Generation Needs

• PUC clarification on KIUCs Adequacy of Supply
  requirements.
• Different from the past now the morning peak
  triggers new generation.
• Must look at options that can be built soon.
• High risk projects cannot prudently be considered
  for a vital near-term addition.

Near-Term Efficiency Improvement

• New generators are more efficient.
• Growing loads require more use of inefficient
  units.
• Older generation units will be dispatched less.

GT-1 Repower Project

• KIUC modeled GT-1 repower in each of the IRP
  expansion plans.
• GT-1 could be justified on fuel savings alone!
• GT-1 evolved into GenX to address siting
  opportunities, capacity, and inertia problem.

Timeframe

• KIUCs will need more generation soon, perhaps
  even by 2011.
• KIUC must perform GenX evaluation now.
• Siting, permitting, design, procurement must be
  started in the very near future.
• A project of this type takes 3 to 5 years to
  complete.
