• Buyer Financial Data
• Accurate Buyer Financial Data is Key to
  Successful End User Billing
• Buyer Financial Data provides routing and
  account data used to create and route obligations
  to Service legacy obligation systems and DFAS
  Field Offices, and subsequent routing of
  inter-fund bills from servicing DFAS Field Office
  to end user budget manager
• Financial Manager/Resource Management Personnel
  Input essential to Accurate Buyer Financial Data,
  and in-turn proper management of end user fuel
  Budgets
• Invalid Financial Data responsible for majority
  of transaction rejects back to seller
• Invalid Financial Data also results in
  Bill/Obligation Mismatch at DFAS Field Office
• NOTE Seller/Processor activities should contact
  the DESC Help Desk for assistance if unable to
  determine accurate billing data for customers.
  The help desk will log the request and assign a
  help ticket number. They will either provide the
  data or refer the help ticket to the appropriate
  office to research and provide a response to the
  requestor.

Buyer Financial Data Requirements

• Processing US Air Force Customer Transactions
• FES accepts transactions from FCC if DoDAAC (FP
  series), Org Code, MDS, 8-digit tail number,
  Branch of Service (BOS), Signal Code, Fund Code,
  Use Code, grade, unit of issue, and quantity
  fields are populated
• FES validates transaction data based on the
  Vehicle Identification Table, DoDAAC Table, and
  AF Line-of-Accounting (LOA) table in the FES
• FES Vehicle Identification Table provides
  aircraft ownership data
• The FES Vehicle ID Table is updated via data
  feed from the AF Reliability Maintainability
  Information System (REMIS)
• AF LOA table provides routing data necessary for
  processing transactions for billing
• AF LOA is manually updated by Financial Budget
  personnel

• Processing US Army Customer Transactions
• FES accepts transactions from FCC if DoDAAC (W
  series), APC, Signal Code, Fund Code, Use Code,
  grade, unit of issue, and quantity fields are
  populated
• FES validates APC JONO/JOPCN against DoDAAC
• Must use signal code A if JONO/JOPCN is entered
  in the Supplemental DoDAAC field
• US Army DoDAACs begin with W
• Programming Actions are underway to add an APC /
  DoDAAC Table to the FES
• The APC/DoDAAC Table will be maintained
  function similar to AF LOA table discussed in
  previous slide

• AIRRS (aircraft data) daily feed to FES Vehicle
  ID Table
• FES validates BUNO DODAAC, then assigns TEC
  based on BUNO (flight line transactions)
• FES validates BUNO, then assigns TEC DoDAAC
  based on BUNO (in-flight transactions only)
