Eldorado Park LDAC
  • Honorable President Mr. Jacob Zuma exceeded to a
    request made by the Eldorado Park Community to
    receive their plight as community members who
    felt they were fighting a losing battle against
    substance abuse and illicit trafficking of drugs.
    The President with other members of Parliament
    visited the community and thereafter mandated all
    Government Departments and related Organizations
    to integrate and holistically work towards
    eradicating substance abuse and other related
    social ills.

The forward statement on the 2013-2017 NDMP by
the Minister of DSD
  • Verbatim
  • The Government further displayed its commitment
    through the leadership of the President when
    intervening in the challenges faced by the
    community of Eldorado Park. A special
    intervention plan was developed in line with the
    pillars prescribed in the National Drug Master
    Plan 2013-2017. The interventions in Eldorado
    Park is going to help us implement the
    consolidated programme throughout the country

Eldorado Park LDAC
  • Eldorado Park LDAC was officially launched in
    2012, however due to the lack of training and
    capacity building on the NDMP it was a slow start
    and only accelerated after the visit of the
    Honourable President.
  • The Provincial Department of Social Development
    and the Provincial Substance abuse forum held
    workshops to capacitate stakeholders which in
    turn assisted us on a Local/Community level

Substance Abuse Summit
  • Provincial DSD initiated engagement with other
    key departments and LDACs via a substance abuse
    summit.
  • This shared concerted effort was to bring about
    complimentary and synergy of services in the best
    interest of community
  • Research on services and intervention in
    substance abuse and other related social ill was
    conducted in Eldorado Park prior to the summit
  • (Pre and Post summit reports are available)

Important Lesson in Learnt
  • LDAC has to be community driven Bottom-up
    approach
  • LDAC cannot be a monthly or quarterly event it
    has to be operational within the community in the
    day to day operations
  • An integrated approach with all relevant
    Departments in the community is key to the
    success of the implementation of the NDMP in the
    local community.

CHALLENGES FACED
  • Many Departments, Organizations and Key
    stakeholders still lack in understanding their
    mandate in relation to the Substance Abuse Act,
    NDMP and LDAC
  • Duplication, lack of integration and
    competitiveness leads to wasteful resources and
    lack of positive impact
  • No Collaboration by departments in the Community
    (Intra Inter)
  • Not enough awareness to community pertaining to
    the mandate, functioning, representative and
    services pertaining to the LDAC
  • Resources is not available to the LDAC such as
    office, travelling, telephone costs and
    stationery and funding for programs is a
    challenge, remuneration for services as the best
    practice is for LDAC
  • Lack of participation of FBOs

Conclusion
  • it is not because things are difficult that we
    do not dare, it is because we do not dare that
    they are difficult
  • Motivation is what get you started, habits is
    what keeps you going.
