Pangas
  • Again, half of our Federal Projects involved the
    response to Panga landings throughout the AOR
  • Currently, there is no set standard of
    coordination between all parties involved for the
    removal of fuel from these vessels
  • The Multi-Agency Coordination Center and a newly
    established AC Subcommittee are now working on
    resolving the issue

Background and Importance
  • T/V S.S. MONTEBELLO was sunk of the CA coast near
    Cambria, w/ 74k BBLs of crude oil, 23DEC1941
  • Due to its close proximity to the Monterey Bay
    NMS, and the previous inability to determine the
    extent of the pollution potential Determined a
    Substantial Threat by the FOSC. OSLTF was
    accessed for assessment operations (Phase II)
  • Several similar situations exist throughout the
    nation. This was the first, and sets a
    precedence for subsequent operations.

    Oiled Wildlife Care Network, and development of
    the local ACP
  • VOSS Deployment in view of the beach

Scope of Operations Cont.
  • 14-15 SEP, Response to Scenario
  • Two Vessel collision 12 miles south of Santa Cruz
    Island
  • Unmanned Aerial Surveillance (UAS) technology
    deployed from the R/V SHEARWATER with real-time
    connectivity into the Command Center.
    Fluorescent dye was used to enhance the images.
  • Coordinated establishment of a IMT, consistent
    with a Type 2 response
  • Use of ERMA as a Common Operating Picture

  • Over 200 players (not including Controllers and
    Evaluators) in attendance
  • 67 Coast Guard Members (Sector, Reserves,
    Auxiliarists, Civilians, and other CG units)
  • 41 California State Dept. of Fish and Game OSPR
  • 5 OSROs and other industry representatives
  • Total of 12 government agencies from the Federal,
    State, and Local level
