Sec. 1
  • Most states set up a bicameral, or two house
    legislature.
  • States wanted the people to have power, wanted a
    republic.
  • Voters had to be 21 year old white males, who
    owned land or paid taxes.
  • In 1777 Congress adopted the Articles of
    Confederation, States would keep most of their
    power.
  • The Second Continental Congress asked states to
    organize their governments.

  • When the population of a new territory reached
    60,000, it could apply to become state.
  • The new states would be granted the same rights
    as the original states. Slavery was not allowed.
  • Congress passed the Northwest Ordinance in 1787

  • Still owed a large debt from the Revolutionary
    War, because it had
  • no power to tax.
  • Robert Morris suggested an import tax, however
    even though 12 of 13 states approved, Rhode
    Islands refusal killed it.
