The Farmer approach
8AFSCA
Agence Fédérale pour la Sécurité de la Chaîne
Alimentaire
It checks and agrees the books of rules for the
different sectors according legal constraints
(A.R. 14 November 2003) To avoid unbearable
constraints imposed by civil servants we created
the PVMT (common Platform for Vegetal raw
Materials Transformation) ! It is the foundation
for the elaboration of GIQF Standard for vegetal
production
9GIQF What ?
Systeme de Gestion Intégrale de la Qualité de la
Filière Global Quality Branch Management System
- Management to plan, perform, check and follow
- Golbal (re-)positioning of the branch actors
- Quality product safety, product technological
quality and environment - Branch all the actors of the branch
a unique system for food control, quality
control and traceability along the vegetal
production line , from the field to the
fork .
10GIQF Objectives ?
- Main objective
- An HARMONISED system easily accessible to the
farmer - 1 harmonised book of rules
- a simple standardised system , ? red tape
simplification and accessibility - Second objective
- Approval of GIQF by AFSCA as Sectorial Guide for
Autocontrol in the framework of the A.R. on
autocontrol, compulsory notification and
traceability
11GIQF Conclusion
- GIQF Standard
- Production line approach each actor of the line
is responsible for its actions - Standardization for any vegetal production
1 company control process for ALL crops ! - Guaranty of quality for food safety,
technological quality and environment - Traceability
- Administrative simplification, feasability and
rewarding for all farmers
12VEGAPLAN
Mission Management of GIQF Standard
- Management of the data bases of the companies
which uses this GIQF Standard and their
certification status - Information to members about the new GIQF
versions, about other standards approved and
about exchangeability of GIQF Standard with
foreign standards - Coherent and uniform certification and training
of auditors - Coordination of trainings for the basic users
(train the trainers) for a correct use of the
GIQF Standard - Coordination of checking procedures for samples
and analyses - Communication of all needed information via usual
media
13Conclusions
- The GIQF standard and Vegaplan have been working
for more than one year for vegetables, potatoes
and fruit, which means all fresh crops - The rule of books for arable crops is still under
completion, it will be delivered to the AFSCA by
mid-2005 - We must elaborate a cultivation identical ID for
each crop - The farmer will have to record all the incoming
products used in the estate and the out coming
products from the estate to insure traceability
to achieve that, the farming unions offered AFSCA
a threefold filing system (IN, OUT and on site
use)
14Conclusions
- All other specific contracts (Eurepgap, ) will
have more demanding books of rules to which
farmers can subscribe or not - All the other actors of the production line
(industries, brokers, cooperatives ) already
rely on traceability (GMP, HACCP, ISO, ) the
only missing link is primary production, which
wont be in the future - The goal is to elaborate a one and only
certification for the farming estate including a
simplified but exhaustive documentation in
accordance with legal recommendations
15- What are the main objectives of traceability and
food safety? - Restoration of the consumer trust
- Red tape simplification administrative for
farmers - Compliance with legal rules
- Each actor must make its deliveries and sells
secure - The consumer is also responsible for his product

Quality Control
17Quality Control ? Why ?
Arrêté royal 7th February 1997 HACCP
Arrêté royal 30th October 1998 Agréation
Fabricants
GMP Code normative basis for the elaboration of
our Quality Control syst.
Arrêté royal du 14th November 2003 Autocontrol
Rules elaborated In the GMP Code
18Quality Control ? Why ?
19Good Manufacturing / Managing Practices
GMP good production and management pratices
- The GMP Code gives conditions and criteria for
- Management of the Company Quality System
- Staff reponsabilities
- Purchases
- Tools and machines
- Production / storage processes
- Quality control (HACCP)
- Traceability
- In short all the necessary measures to ensure the
minimum quality of the product!
20GMP Certification
- By Wal.Agri sa
- as independent certification auditor
- For all Brichart, Lebrun, Escaut-Silos, Les Silos
de la Meuse and Lottin wharehouses including
Aveve collecting points as well as for SD Trans
and Livagro shipping companies - For the following activities
- Sale and production of composed feed and food
- Sale and production of raw materials
- Storage of raw materials
- Shipment
- Until 19th December 2005
- External audit every 6 month

STORAGE CEREALS TRACEABILITY
23Quality Commitment
Before the implementation of the A.R. on
Autocontrol, a document is sent, before
harvesting, to the cereal suppliers
it requires to comply with good crop management
and hygiene practices before and in the delivery
process !
24Quality Commitment
Approuved by SYNAGRA
This document is sent before harvesting to the
cereal suppliers a missing link so far !
25Cereals delivery
Checking at delivery
Segregation of the batch if necessary
26Sampling and analyse
- Sampling manually or with the ad hoc equipment
- Random multiple sampling to get a representative
sample - On site analyse with humidity metre (TM Chopin
type) - Humidity
- Specific Weight
- Temperature
- If necessary, a sample is sent to the central
laboratory to analyse technological
caracteristics by cereal variety
27Sampling and analyse
- Following the analyse, any wet batch (gt 15 )
- is segregated et dried within 3 days (on site or
after transfer) - An identified sample of each delivery is stored
on delivery site for one year (kept out of pest
reach) - A representative sample from each storage silo is
equally kept on site (in case of any department
analyse required by the customer)
28Storage in silo
Following the direct analyse of the sample, the
batch is accepted and transferred to the
appropriate box or silo
Homogeneous batches
29Cereals Traceability
For any delivery, the silo identification is
registered (delivery voucher).
Then, all cereals transfers (internal transfers,
between warehouses, sales, transfers for
production ) are compulsorily registered with
the silo ID
Printing of the silo history
30Storage opérations
All the storage and transfer operations are
recorded in the Management Warehouse Programme.
31Storage Opérations
- Intra-silos transfers
- Drying
- Cleaning of the grains
- Temperature testing
- Ventilation
- Disinsectation of the grains
- Rat control treatment
- Cleaning
- Maintenance
- Draining
Of the premises
32Traceability Food Safety
Management of Quality Control
33Documentary Management
All Quality Control documents are managed with a
documentary management software.
Transmission of documents is presently achieved
in paper format
34Discrepancies Management
Non-conformities and customers claims are also
managed thanks to a specific software, using our
intranet.
35Traceability Food Safety
Quality Control Checking
36System checking
- Safety Hygiene audits
- Each site is controlled at least every 2 months
- Internal audits
- Completed between external audits
- 18 audited sites audités in March et 18 others
in October - External audits by Promag
- 10 sites audited every 6 months (June December)
37Quality checking
- Risks assessment according to the storage and the
variety of the commodities on the basis of the
HACCP principle
- Participation to the SYNAGRA department sampling
plan for most of the commodities scanned
- Complementary analyses for rape seed, ale barley,
, for fungus, mycotoxins, pesticides residues et
heavy metals
