TECHNOLOGIES AND SOLUTIONS THAT ARE REASONABLY
MATURE AND SATISFY A MILITARY NEED. VERY FEW OF
THESE GET PROCURED AND FIELDED. WHY CANT THESE
GOLD NUGGETS GET PROCURED AND FIELDED
QUICKLY? CAN WE RECOMMEND SOMETHING THAT ASDC3I,
USD AT, OR OTHERS CAN DO TO QUICKLY PROCURE
GOLD NUGGETS ? AND , CAN IT BE DONE IN CY 2000?

    MOVING TO OPERATIONAL USE VERY FAST OR VERY
    OFTEN.
  • TECHNOLOGY IS SELDOM THE PROBLEM.
  • THERE IS NO RELIABLE, VIABLE FAST TRACK PROCESS
    TO RAPIDLY MOVE FROM EXPERIMENT TO FIELD.
  • THE REVISIONS TO 5000.X DO NOT ADDRESS THIS
    PROBLEM.
  • CLINGER - COHEN DOES NOT CONVEY ACQUISITION
    AUTHORITY TO ASDC3I.
  • TESTING IS A PROBLEM - TAKES MUCH TOO MUCH TIME.
  • THE ILITIES AND TRAINING NEED TO BE DEALT WITH.
  • THE POM/ACQUISITON CYCLE IS LONGER THAN THE LIFE
    OF MANY INFORMATION TECHNOLOGIES.

  • EXPAND AND STERNGTHEN THE ROLE RESPONSIBILITIES
    OF ASDC3I-CIO IN THIS REGARD.
  • ASDC3I COULD FORM AN INFORMATION TECHNOLOGY
    CLEARING HOUSE TO SERVICE ALL SERVICES AND
    AGENCIES.
  • ESTABLISH A FAST TRACK PROCESS. INCLUDE IN
    5000.X
  • PROVIDE GUIDELINES FOR ACCEPTABLE ILITIES.
  • PROVIDE SUPPORT TO DOTE TO DEVELOP FAST TRACK
    TEST PARAMETERS .
  • CAPITALIZE AND SUPPORT SOME EXISTING/EMERGING
    PROCEDURES THAT WORK SOMEWHAT.
  • ACTD ACC/JBC ARMY CTSF USAF/ESC
    PROBABLY OTHERS
  • MAKE THIS AN INTEGRAL PART OF A BROADER C4ISR
    ACQUISITION PROCESS REVOLUTION

TRANSITION GROUP
C4ISR SYSTEMS WILL BECOME INCREASINGLY MORE
DEPENDENT ON INFORMATION TECHNOLOGIES, MUCH OF IT
COTS. WE MUST ALL LEARN HOW TO DEAL WITH IT
FASTER AND BETTER. OUR PROCESSES MUST UNDERGO
SIGNIFICANT CHANGES. TINKERING AROUND THE EDGES
IS NOT SUFFICIENT. WE MUST TAKE BOLD STEPS !!
