Levels of Combat against Corruption

• The government leaves corruption out of
  consideration
• Realization a scandal calls the attention of the
  public to the corruption, which pressurizes the
  government to take measures
• Strong-arm Policy suppression with criminal law
  tools
• Realization of the limitation of the suppression
  the root of the corruption should be eliminated
