First, Lets Talk Federalism
  • System of government in which power is divided
    between states and national govt
  • National powers are called delegated powers
  • Coin money, regulate trade, maintain military
  • State powers are called reserved powers
  • Establish schools, regulate marriage
  • Powers shared are called concurrent powers
  • Borrow money, taxing, enforcing laws

  • One particular clause (sentence or phrase) in the
    Constitution allows Congress to make all Laws
    which shall be necessary and proper for carrying
    out its duties
  • Called the elastic clause because it can be
    stretched to fit whatever it needs
