Introduction

• The Gothenburg protocol defines existing and new
  stationary sources for which there are different
  ELVs, timescales and flexibility
• Amending the GP potentially includes
• amending the ELVs for sources categories,
• introducing new categories, restructuring and
  renaming categories
• Opening the possibility for expedited procedures
  for annexes related to stationary sources (IV, V,
  VI, X)
• The effects of amending the GP
• Transform new stationary sources under the
  current protocol into old stationary sources
  under the amended protocol
• May create a situation with unclear obligations
  for specific installations/plants
• May have the undesired effect of less binding
  ELVs for new installations (built a few years
  before entry into force)

A proposal to address the issue

• Our considerations
• Avoid unclear requirements for newly built
  stationary plants for parties that ratify the
  amendments to the GP.
• Provide opportunities to amend the protocol in
  future through the expedited procedure regarding
  requirements for stationary sources and time
  scales.
• Maintain the current flexibility of the GP and
  those under discussion in the amending proposal.
