Title: WDS-CODATA Partnership on Data Management

1
WDS-CODATA Partnership on Data Management
  • Dr. Robert S. ChenCODATA Secretary General
  • Manager, NASA Socioeconomic Data and Applications
    Center
  • Director, CIESIN, The Earth Institute, Columbia
    University
  • February 2012

2
How are the WDS and CODATA Different?
  • WDS aims to become an operational data system
  • Primary focus currently on Earth and
    environmental data and observations
  • Membership based on voluntary participation and
    interest
  • CODATA addresses science data issues across many
    fieldsphysics, chemistry, materials, biology,
    ecology, environment, anthropometry, social
    sciences, etc.
  • Primary focus on addressing specific data issues
and policies, as well as communication, community
    building, and networking
  • Membership based on national, scientific union,
    andother organizational commitment

3
How can the WDS and CODATA help each other in the
US?
  • CODATA can help the WDS and WDS elements by
  • Addressing specific data policy and standards
    issues of concern
  • Expanding the range of disciplines and
    stakeholders in the WDS
  • Strengthening links with international data
    initiatives and networks
  • Catalyzing and coordinating initiatives in key
areas such as data rescue, data citation, and
    data stewardship
  • Providing a focal point for consensus studies and
    interaction on key data issues
  • Strengthening the community of data scientists
    and data managers
  • WDS can help CODATA by
  • Translating general principles and policies into
    practice
  • Identifying pressing challenges and barriers in
    international data management and access
requiring policy attention and/or new approaches
    and resources
  • Addressing important capacity building and
    training/workforce needs
  • Serving as a model and testbed for international
    data cooperation
  • Providing leadership in data technology and
    innovation

My Top Ten Ideas for Expanded WDS-CODATA
Partnership 1
  • 10. Implementation of GEOSS, including expansion
of open access and provision of data stewardship
    components
  • 9. Management of IPY data and expansion of the
    Polar Information Commons
  • 8. Development and implementation of data
    citation approaches coordinated across many
    science disciplines
  • 7. Initiative on harmonization of data standards
    involving WDS, Unions, and CODATA
  • More active participation in standards bodies,
e.g., ISO Trusted Digital Repository standard ISO
    16363, OGC
  • 5. Active training, technology transfer, and
support for possible WDS elements in developing
    countries

My personal opinion presented at the Kyoto WDS
Conference, not approved by CODATA EC!

My Top Ten Ideas for Expanded WDS-CODATA
Partnership - 2
  • 4. Coordination on data support for new ICSU
initiatives, e.g., IRDR, IPBES, and Earth System
    Research for Global Sustainabilityand expanded
    role in IPCC data activities?
  • 3. Expansion of Data at Risk task group
activities (focused on identifying data at risk)
to actual data rescue and preservation
  • 2. Coordination on CODATA and WDS conferences and
    other meetings and outreach/inreach activities
    (including Planet Under Pressure conference)
  • 1. Cooperation on young scientist activities and
    education and training initiatives

My personal opinion presented at the Kyoto WDS
Conference, not approved by CODATA EC!
6
Todays Discussion
  • Opportunity for general discussion of needs and
    priorities regarding data issues
  • Opportunity to learn more about CODATA and WDS
    activities and interests
  • Airing of specific ideas for collaboration and
    next steps, e.g.
  • Participation in ongoing and planned CODATA Task
    Groups and WDS activities
  • Direct collaboration between CODATA and WDS
Secretariats and between BRDI and US WDS centers
  • Participation in 2012 CODATA Conference in Taipei
  • Coordination of support for key initiatives,
e.g., GEO, IPCC, Intergovernmental Platform on
    Biodiversity and Ecosystem Services (IPBES),
    Earth System Sustainability Initiative (ESSI)
