Issues, Recommendations/ Solutions
  • Timely preparation of proper L1, L2 schedule
  • PMX of PSWR will in a meeting with CPMG have a
    review of all L2 schedules to ensure that they
    are matching with L1. This meeting to take place
    within one month after the first kick off meeting
    with customer.
  • Identified PM and CM to attend this meeting
  • Progress of Engg., availability of BOQ, ordering
    and procurement incl BOPs
  • PM and CM to monitor monthly progress through web
    based system or by obtaining reports till web
    based system is in place.
  • Generate exception list for top Management/ MCM
    reporting
  • Timely availability of developed land,
    Construction Power and water
  • Demand and fix schedule of handing over of above
    inputs in kick off meeting
  • Within one month of zero date in case of EPC
    Project
  • Within four months of zero date in case of BTG
    Project

  • Availability of geo technical report on zero date
  • Organise geo technical survey at the time of
    submission of offer to ensure report by zero date
  • Timely finalisation of sub-contractors
  • LOI - Two months before planned date of activity
    start as per L2 schedule
  • Clarity of contract specification (like
    specification of cranes etc.) and contract
    condition with sub-contractors
  • Standardise package wise - type (example tyre
    mounted telescopic crane) and rating of T Ps
  • Through a committee to be formed and coordinated
    by PMX by Sep 2009
  • Committee to submit report within one month of
    formation
  • Implementation with immediate next tender

  • Deployment of TP
  • Contingency plan of TP deployment to be prepared
    alongwith main deployment plan by ISX, to cater
    to requirements in case the original plan of BHEL
    T Ps fail
  • Action on Contingency plan to be initiated one
    month before normal deployment
  • Qualified and Experienced staff of Subcontractor
  • Construction Manager to organise package and
    sub-package wise structured training to
    sub-contractor staff
  • As a long term measure, film of various erection
    stages to be made and module of training to
    include these films
  • Availability and implementation of safety plans
  • One year trained PSWR Safety Officers to
  • Prepare Site Safety Plans
  • Undertake safety audits of various sites
  • Undertake training at various sites

  • Monitoring Project Progress through milestone
    wise activity plans (L-3) and three monthly input
    plans
  • Detailed activity plan to be prepared with
    proper linking to resource and inter-activities
  • Generate three months resource (Customer inputs,
    drawings/ documents, material, PSWR inputs and
    sub-contractor resources) requirements from these
    plans
  • Monitor and organise these inputs by CM, PMX and
    Unit coordinators
  • Incorporate changes of availability of inputs in
    the activity plan, review the critical path,
    identify and adjust activity duration for
    maintaining the milestone schedule
  • Impact beyond control to be communicated to top
    management

  • Progressive implementation of task force (formed
    during Best Practice Workshop organised by CQ in
    April 2009) - recommendation in time bound manner
  • Obtain reports from CQ Delhi Head/Quality
  • Circulate reports to all sites and departments

  • Upload reports on web page Head/IT
  • Monitor implementation Head/PMX
  • All sites to strive for better and better E C
    practices reducing cycle time and costs
  • Organise Best Practice Competition within PSWR
    for encouraging for improvising E C procedures
  • Upload Knowledge Management Portal with such
    best practices
