11Basic Definition
- Considering that mastery of Reading and
Mathematics curriculum is more challenging for an
English Language Learner, the ELL Progress
Measure was created. - This measure builds in a level of grace (adjusted
standard) for each student who meets eligibility
requirements as determined by the LPAC committee. - The amount of grace allowed for each student is
based on his/her Years in US Schools and Telpas
Composite Rating - That information places them at a stage on a
plan. Each stage has an adjusted passing
standard.
12ELL Progress Measure
- Students either qualify for the Student Progress
Measure OR the ELL Progress Measure. Even if an
ELL student met the regular progress measure he
would only be evaluated on the ELL Progress
Measure. - Students are only placed on the plan one time,
and are not reevaluated in subsequent years. - New students this year will be placed on a plan.

- Online testing, including STAAR A tutorials,
cannot run on Chromebooks without a
virtualization installed. - http//testnavqualified.com/
- Virtualizations are not free, and can be
expensive. - If Pearson wins the contract for testing when it
is up for bid again, we will update to TestNav
8.0, which will run on Chromebooks WITHOUT the
virtualization for the 2015-2016 testing season.
17STAAR A And The Triangle
- Q Can a STAAR A student also use a calculator
as an accommodation? - Educators should refer to the 2015 accommodation
policy documents in the Accommodations Triangle
at http//www.tea.state.tx.us/index4.aspx?id25769

accommodation document, the second section titled
Assessments lists those assessments that the
accommodation can be used on. For instance, if
you open Oral Administration, you will see that
this accommodation does NOT apply to STAAR A. If
you open Calculation Devices, you will see that
STAAR A is listed as an assessment that a
calculation device can be used on. Student

18STAAR A and December EOC
- Is STAAR A available for the December EOC?
- No.
- What if a student is a first-time tester in
December, but the ARD committee determines the he
meets STAAR A eligibility requirements? - The ARD committee can decide that he will wait
until the spring to test. - However, students could benefit from the exposure
to the test in the non-accommodated format.
19Non-STAAR A and December EOC
- Q We have students who failed an EOC course
last year and are retaking the course. They
really didnt master second semester material,
and we think they should wait until the spring to
test. Can we decide not to test them? - A District and schools are required to provide a
student with every testing opportunity he/she is
eligible for. -
- Sec. 39.025. SECONDARY-LEVEL PERFORMANCE
REQUIRED. - (a)The commissioner shall adopt rules requiring a
student in the foundation high school program
under Section 28.025 to be administered each
end-of-course assessment instrument listed in
Section 39.023(c). A student is required to
achieve a scale score that indicates satisfactory
performance, as determined by the commissioner
under Section 39.0241(a), on each end-of-course
assessment instrument listed under Section
39.023(c). For each scale score required under
this subsection that is not based on a 100-point
scale scoring system, the commissioner shall
provide for conversion, in accordance with
commissioner rule, of the scale score to an
equivalent score based on a 100-point scale
scoring system. A student may not receive a high
school diploma until the student has performed
satisfactorily on end-of-course assessment
instruments in the manner provided under this
subsection. This subsection does not require a
student to demonstrate readiness to enroll in an
institution of higher education. -TEA

Grades?
- Sec. 28.0211. SATISFACTORY PERFORMANCE ON
ASSESSMENT INSTRUMENTS REQUIREDÂ ACCELERATED
INSTRUCTION. (a) Except as provided by
Subsection (b) or (e), a student may not be
promoted to - (1)Â Â the sixth grade program to which the
student would otherwise be assigned if the
student does not perform satisfactorily on the
fifth grade mathematics and reading assessment
instruments under Section 39.023 or - (2)Â the ninth grade program to which the student
would otherwise be assigned if the student does
not perform satisfactorily on the eighth grade
mathematics and reading assessment instruments
under Section 39.023. - (a-1)Â Each time a student fails to perform
satisfactorily on an assessment instrument
administered under Section 39.023(a) in the
third, fourth, fifth, sixth, seventh, or eighth
grade, the school district in which the student
attends school shall provide to the student
accelerated instruction in the applicable subject
area. Accelerated instruction may require
participation of the student before or after
normal school hours and may include participation
at times of the year outside normal school
operations.
28What About EOCs?
- Sec. 28.0217. ACCELERATED INSTRUCTION FOR HIGH
SCHOOL STUDENTS. Each time a student fails to
perform satisfactorily on an assessment
instrument administered under Section 39.023(c),
the school district in which the student attends
school shall provide to the student accelerated
instruction in the applicable subject area, using
funds appropriated for accelerated instruction
under Section 28.0211. Accelerated instruction
may require participation of the student before
or after normal school hours and may include
participation at times of the year outside normal
school operations

eligibility requirements. - STAAR Alt 2 participation should not increase
because STAAR M no longer exists - Students must meet applicable qualifications for
STAAR A

- From a district
- TEA is denying ALL requests for extra time for
the ALT test. Even though we will be out of
school for a bad weather day during the window,
they are not going to grant any requests until
the window actually opens and we see that
additional time is definitely needed. Â We are to
call TEA if we see that schools are unable to
finish testing.Â

- (e)Â Â If a student earned high school credit for a
course for which there is an EOC assessment as
listed in the TEC, 39.023(c), prior to
enrollment in a Texas public school district and
the credit has been accepted by a Texas public
school district, or a student completed a course
for Texas high school credit in a course for
which there is an EOC assessment prior to the
2011-2012 spring administration, the student is
not required to take the corresponding EOC
assessment as listed in the TEC, 39.023(c). This
subsection applies only to - (1)Â Â students who will graduate under the
minimum, recommended, or distinguished high
school programs as those programs existed before
the adoption of House Bill 5, 83rd Texas
Legislature, Regular Session, 2013 or - (2)Â Â courses for which credit was earned prior to
September 1, 2014, by students who will graduate
under the foundation high school program.
