The wealth of the middle class over the last
three decades as declined according to the
Congressional Budget Office. This was detailed
in a new report likely to figure prominently in
the escalating political fight over how to revive
the economy, create jobs and lower the federal
debt. Analysts often use the middle three-fifths
of households to define the "middle class."

• Tuition and fees at America's public colleges
  rose more than 8 this year as a weakened economy
  and severe cuts in state funding took their toll.
  
• Four young children were found living in squalor,
  with two allegedly housed in a wire animal kennel
  in North Platte, Nebraska.
• A federal judge has temporarily blocked a
  controversial Florida law requiring all welfare
  applicants to be drug-tested. Under the law, the
  Florida Department of Children and Family
  Services requires the drug tests of adults
  applying to the federal Temporary Assistance for
  Needy Families program. The aid recipients are
  responsible for the cost of the screening, which
  they recoup in their assistance if they qualify.
  The law went into effect July 1, but a single
  father and the American Civil Liberties Union
  contend in a lawsuit that the new law is
  unconstitutional and violates Fourth Amendment
  protection against unreasonable search and
  seizure.
• Rina was on the verge of becoming a Category 3
  hurricane as it careened near Honduras and Belize
  on Wednesday before heading toward Cancun. The
  storm was packing near 110 mph winds .

Assessment Act

• The purpose of this act is to implement a tax of
  one colonial dollar on all assessments taken.
  The tax will be imposed on each person taking an
  assessment and will, therefore, be deducted from
  the appropriate colony. This act will go into
  effect immediately.
