• Goal of society is greatest happiness for
  greatest number of citizens
• All actions judged by utility do they provide
  more pleasure or pain
• Limited govt. infringement of individual freedoms

Mill - Libertarianism

• Individual freedoms protected
• Only purpose for which government can rightfully
  exercise power over any member of society,
  against his will, is to prevent harm to others

• Code of etiquette, social dress, etc.
• Children seen but not heard
• Servants
• Women didnt work cult of domesticity
• Didnt apply to working class (women worked, etc.)

• Fairness in marriage property laws
• Temperance
• Suffrage ? intense opposition (no success until
  after WWI (1920s)

Public Education

• Industrialized societies needed literate
  workforce
• Taught punctuality, obedience to authority,
  disciplined work habits
• Normal schools taught teachers
• Compulsory ages 5-10 in 1881 (England)
• High schools (only middle class - ) girls not
  taught science, math, PE (be wives)
• Universities expanded
