Summary
  • The key priorities of the SAPS reflect
  • The enhancement of service delivery especially
    through sector policing
  • Combating serious and violent crimes,
    particularly in the high crime areas and
    enhancing the control over ownership and
    possession of firearms, as well as confiscation
    of illegal arms
  • Focus on Contact crimes
  • Dealing with organised crime and combating crimes
    against women and children
  • Establishment of the protection and security
    division
  • Working with the other departments in the
    Justice, Crime Prevention and Security cluster to
    focus resources on addressing the incidents of
    crime and public disorder, while improving the
    efficiency of the Integrated Justice System.
  • The 2004 Medium Term Expenditure Framework (MTEF)
    will build on the policy priorities that were
    laid down in the 2002 and 2003 budgets. The 2004
    MTEF therefore again prioritizes the continued
    expansion of capacity in the safety and security
    sector to prevent and combat crime.
  • It specifically incorporates the following
  • Personnel Provision for the appointment of a
    significant number of additional personnel over
    the MTEF period
  • Vehicles Further modernisation and the expansion
    of the vehicle fleet also in relation to the
    growth in additional personnel.

Summary
  • General Equipment Equipping personnel with
    various items such as bullet proof vests, hand
    cuffs and road block equipment.
  • Information Technology Enhancing a process of
    renewing and extending end user equipment and
    network infrastructure.
  • IJS Promoting the implementation of various
    projects. A further addition of a palm print
    functionality and hand held equipment such as
    morpho-touch devices to the Automated Fingerprint
    Identification System (AFIS).
  • Establishment of the Division Security and
    Protection Services inter alia promoting security
    at ports of entry.
  • Forensics Science Laboratory Development and
    implementation of the DNA database, and upgrading
    the Integrated Ballistics Identification System
    (IBIS) thereby improving the investigative and
    detective capacity.
  • Family Violence, Child Protection and Sexual
    Offences Units Further enhancement of resources
    at existing units to full capacity.
  • Training Continued emphasis in order to promote
    skills development also in the detective
    environment.
  • Helicopters Sustained upgrade of the helicopter
    fleet.
  • Firearm control Continued implementation of the
    Act.
