Requirements

• 3GPP systems shall provide access to the
  intercepted Communication and signalling
  associated with the mobile target on behalf of
  Law Enforcement Agencies (LEAs).
• Define Lawful interception Architecture and
  Functionality.
• Define delivery mechanisms for LI handover.
• Interception based on a target identity.
• Correlation of delivered information.
• Interception must take place without the
  knowledge of parties to the communication.
• Protect the privacy and security of
  communications and signalling not authorised to
  be intercepted.
