Objectives
  • To plan and execute a medical system which will
    support the medical needs of Marine Detachment,
    SS WRIGHT during CAROLINA DRAGON 04.
  • To apply appropriate preventive medical
    procedures to keep illness and injury to a
    minimum.
  • To provide the most expedient treatment at the
    appropriate level of care to all casualties.
  •  Participation in combined/joint casualty care as
    directed.
  •  To ensure all phases of medical support conform
    to provisions set forth by DOD and AMA.

General Concepts
  • Medical personnel will provide echelon I medical
    care aboard SS WRIGHT. Military and Civilian
    treatment facilities may be used for echelon II
    care when deemed appropriate by the medical
    officer.
  • Use of Military and Civilian Medical Facilities
    should be coordinated. The evacuation policy
    will be determined by the Chief Medical Officer.
    It will be the responsibility of medical
    personnel aboard SS WRIGHT to triage all
    casualties. All information on casualties
    recommended for evacuation will be sent to the
    COT, SS WRIGHT.

Medical Care Capabilities
  • The medical facilities aboard SS WRIGHT will be
    capable of providing echelon I medical care. No
    lab, X-ray or advanced cardiac life support will
    be available aboard SS WRIGHT.
  •  The Medical Officer will determine proper
    (higher) echelon of care requirements.
  •  The Medical Officer will be the sole source for
    prescription medications all other medicines
    will be dispensed by authorized corpsman.

Daily Tasking
  • AM Sick-call
  • Medical Supply Inventory
  • Health and Welfare Inspection of Heads, Showers,
    Food Handling Facilities, and Berthing
  • Clean and Stock Medical Facility daily
  • Other duties as assigned

Emergency Response Teams
  • SS WRIGHT will require a minimum of two
    ERTs-four members to each team. The HQ, Aviation
    Supply Department and Aviation Maintenance
    Departments will provide bodies for the ERTs.
  • Personnel with prior emergency medical training
    who will not have other taskings in a mass
    casualty situation are preferred for these
    positions. ERTs will predetermine access and
    escape routes aboard the ship.
  •  The Medical Officer will coordinate daily drills
    for the ERT. Summary training in CPR and BLS will
    be provided by the medical department.

  • Block and tackle

Mass Casualty
  • After notifying the ODO the Medical Officer will
    perform the following steps
  •   Recall all Medical personnel not involved with
    the Mass Casualty
  • Determine the most appropriate casualty staging
    area
  • Deploy all possible medical assets to the
    staging area expediently, anticipating evacuation
    of the casualties to the next higher echelon of
    care
  •   Appoint an Administrative Chief to track
    movement of patients evacuated from the site and
    to coordinate security measures.
  • Appoint a Triage Officer who will assign Injury
    Classification and determine Queue for medical
    care and evacuation

Medical Supply
  • Medical supplies for COT, SS WRIGHT to be ordered
    from MEDLOG
  • 699 Block (Aid Station Equipment), which
    includes defibrillator and basic acute
    rescusitation and monitoring equipment, as well
    as wide range of standard outpatient medications
    and antibiotics
  • Supplemental medications based on prior
    operational experiences

Preventive Medicine
  •  Purpose. To provide guidance for a program of
    preventive medicine to conserve the personnel
    assets of COT, SS WRIGHT. The major threats will
    be environmental.
  •  Tasks. Commanders are responsible for providing
    personnel protection.
  •  Refuse and Garbage Disposal in designated
    containers. Gathering areas should be maintained
    in a sanitary manner. Areas will be inspected
    daily by Medical.
  •  Medical Waste Disposal. Collected by medical
    personnel in color coded bags and delivered to
    designated receptacles.

Preventive Med (contd)
  • Food Services Sanitation shall be conducted per
    NAVMED P5010 Ch 1. Mess facilities will be
    inspected daily. Temperature charts on all bulk
    storage/refrigerated areas must be updated at
    least twice a day. Foods not requiring
    refrigeration will be stored in a cool dry space.
  •  Personal Hygiene. Commanders are to enforce
    strict hygiene practices among all personnel and
    are to make sure all possible means for proper
    hygiene practices are available. All personnel
    are to wear shower shoes in showers. Medical
    Department Representatives are to conduct daily
    sanitation inspections of all berthing, lounge,
    and bathing areas.

Industrial Hygiene
  • Commanders shall ensure all personnel who are
    working in or are assigned to potentially
    hazardous positions have the proper personal
    protective equipment.
  • Hearing protection (Circumaural muffs, ear
    plugs). Should be worn if decibel levels exceed
    85. Double hearing protection if the noise level
    is expected to exceed 104 db
  •  Eye Protection (Safety goggles) should be worn
    in eye-hazard areas/operations.
  •  Foot Protection (Steel-toed boots) should be
    worn in loading operations and other evolutions
    involving heavy equipment.
  •  Hand Protection (Gloves) should be worn in
    loading operations and other evolutions involving
    heavy equipment.
  • Head Protection (Hard hat) should be worn in
    loading operations and evolutions involving heavy
    equipment.
