central cities include Arlington CDP, Bristol,
Charlottesville, Danville, Fredericksburg,
Hampton, Lynchburg, Newport News, Norfolk,
Petersburg, Portsmouth, Richmond, Roanoke,
Suffolk and Virginia Beach. For this exercise,
Alexandria was also included because it retains
the characteristics of a central place.
