What is S.E.T.?
  • History SOAR/SET
  • Spacing Efficiency Tool (SET) a tool to measure
    airport arrival efficiency
  • Automation tool that measures distance between
    subsequent arrivals on final approach and
    compares actual to required separation
  • Takes into account aircraft type and where
    authorized, runway-specific 2.5 mile separation

Goals and Objectives
  • To provide a timely and reliable source of
    efficiency metrics to the Air Traffic Control
    System Command Center (ATCSCC) and other ATO
    lines of businesses
  • To provide end users with a tool that provides a
    near real time snapshot of airport throughput
  • Improved air traffic facilities situational
    awareness

Evaluate Efficiency
  • By providing near real-time information useful in
    evaluating efficiency at a core airport
  • SET Numbers are data points for additional level
    of focus
  • Tool is not intended to assign a grade
  • Still in the process of analyzing interactions
    between data elements on the SET Board
  • Increased focus on spacing on final is expected
    to decrease excess spacing between aircraft,
    resulting in increased capacity and efficiency

SET Calculation vs. SET Index
  • SET calculation represents the amount of spacing
    over and above what was required between two
    given aircraft on final. The user never sees the
    S.E.T. Score.
  • SET Index is an average of all SET calculations
    registered by aircraft at that airport during the
    analyzed period and within the selected SET Zone.
    The SET Index is what appears throughout SET.

How Efficient was the Operation?
  • SET index by itself doesnt tell the whole story
  • Also need to consider Average Minutes Flown (time
    to airport), at a minimum
  • Example an airport has a SET index of .86 and
    31 out of 32 aircraft were calculated. While
    seeming highly efficient at face value, average
    minutes flown was 29.24 because the airport was
    in and out of holding. Looking at both numbers
    puts more perspective on the operation at the
    airport during that time period

    Center development in coordination with Terminal
  • Uses data from the National Offload Program
