Title: This lesson will help you with follow-up to your priority-setting process.

1
Priority Information Themes for ACP Agriculture
and Rural Development
  • This lesson will help you with follow-up to your
    priority-setting process.
  • It will provide you with answers to two
    questions.
  • How can we build consensus on the PITs that we
    have identified?
  • How should we go about monitoring the
implementation of programmes based on these PITs?

  • Dr. Carama begins to sum up the results of the
    meeting.

  • Dr. Carama has collected the three statements.

  • Cultural Practices
  • New varieties, fertilizers, and agro-chemicals
require new cultural practices. Farmers who adopt
these new technologies therefore need information
on subjects such as planting times, spacing,
    water management, tillage, and rotations.

  • Crop Protection
  • New pests, diseases, and weeds are constant
threats to crop production. Farmers need
continually updated information on subjects such
as IPM and new agro-chemicals if they are to
maintain food production, increase incomes, and
    protect the environment.

  • Post-Harvest Technologies
  • Many farmers lose a significant portion of their
production after harvesting. In order to minimize
such losses, they need information on subjects
    such as warehousing, refrigeration, packaging,
    and transport.

  • INPUTS lead to ACTIVITIES lead to OUTPUTS lead to
    IMPACTS.
  • The "logic model" asks us to be clear about these
relationships as we plan our evaluation. What
inputs in our PIT programme have led to what
activities? What activities have led to what
outputs? What outputs have led to what impacts?
  • And then the "logic model" asks us four
    questions.
  • Do we want to measure our inputs (for example,
    money spent)?
  • Or do we want to measure our activities (for
example, number of farmer field days)?
  • Or do we want to measure our outputs (for
    example, number of publications)?
  • Or do we want to measure our impacts (for
example, whether or not farmers have really
    changed their cultural practices)?

  • Here are examples of "logic models", filled in
for the same three PITs that we used to
    illustrate the logframe.

  • What do you think is the single biggest strength
of the "logic model" as a tool for evaluation?
And what do you think is the biggest advantage of
    the "logical framework"?

13

Priority Information Themes for ACP Agriculture
and Rural Development
  • A logic model requires us to begin by looking at
the entire project cycle - inputs, activities,
outputs, and outcomes - and then to decide
exactly what we want to measure.

13a
22
Priority Information Themes for ACP Agriculture
and Rural Development
  • A logical framework assumes that we know what we
want to measure - inputs, activities, outputs,
and/or outcomes - and therefore asks us to focus
on the precise indicators that we will use in our
    evaluation.

  • In this lesson, we have covered five topics
  • Supporting statements (Screens 2-4)
  • Monitoring and evaluation (Screens 5-7)
  • The "Logical Framework (Screens 8-9)
  • The "Logic Model (Screens 10-12)
  • Wrap-Up (Screen 14)
