Maintaining a Safe and Orderly Learning
Environment
3Roles and Responsibilities
- All school personnel are responsible for
maintaining a safe and orderly learning
environment. School personnel will review
expectations for faculty and staff, review the
safe school plan, and provide adequate
supervision for students at all times.
4Roles and Responsibilities
- Students, teachers and support staff are all
responsible to act on situations when a threat
has been made that would cause bodily harm or
death to students or faculty members or when a
threat of an action that would otherwise disrupt
the educational process has been spoken, written
or otherwise uttered.
5Roles and Responsibilities
- Information will be provided to faculty,
students, parents (guardians and care givers),
and the community pertaining to student conduct
and the Safe School Plan. - Students and parents must sign the conduct form
to assure they have read and understand the
policies.
6Principal or Administrator-In-Charge
- Restores, if needed, and maintains a safe and
orderly learning environment by establishing
appropriate rules and procedures and monitoring
of the physical and social/cultural environment.

- Exhibits appropriate leadership and conduct for
school personnel and students through daily
actions and behaviors.
8Principal
- Provides appropriate disciplinary consequences
for disruptive students by following established
rules and policies.
9Principal
- Reports all criminal acts as defined by G.S.
115C-228(g) to law enforcement and the central
office.

- Assault resulting in physical injury,
- Sexual assault,
- Sexual offense,
- Rape,
- Kidnapping,
- Indecent liberties with a minor,
- Assault involving the use of a weapon,

- Possession of a firearm in violation of the law,
- Possession of a weapon in violation of the law,
- Assault on school officials, employees and/or
volunteers, - Homicide,

- Armed robbery,
- Bomb threats, or
- False fire alarms
13Failure to Report
- Failure to make an appropriate required report is
a Class 3 Misdemeanor and is punishable by North
Carolina State law.
14Principal
- Inspects the building and grounds to assess the
safety and security of the facilities. Immediate
and appropriate action will be taken to address
any identified problems.

- Maintain an up-to-date crisis plan box.
16Teachers and Teacher Assistants
- All staff members will be trained in the rules
for the use of seclusion and the proper and
appropriate restraint of students.

- Restores, if needed, and maintains a safe and
orderly learning environment by establishing
appropriate rules and procedures and monitoring
of the physical and social/cultural environment.

- Provides appropriate instruction to meet the
needs of all students, including those at-risk of
academic failure.

- Posts a code of student conduct in each classroom
and distributes to each student at the beginning
of the school year.

- Students who enroll after the school year begins
will be given a code of student conduct at the
time of their enrollment.

- Noticing strangers in the building (do they have

- Follow protocol. (Keep locked doors locked).

- Bus evacuations are practiced every year and bus
safety classes are held. - Two staff members are trained First Responders.

- Implement the Schools Crisis Management Plan.

- Restores, if needed, and maintains a safe and
orderly learning environment by establishing and
following appropriate rules and procedures and
monitoring of the schools physical and
social/cultural environments. Support personnel
shall assist the administration and faculty in
the implementation of the Safe School Plan.

- All visitors shall sign-in and sign-out at the
front desk. Visitors will be issued a visitors
pass at sign-in and the pass must be returned at
sign-out.

- Vendors shall sign-in and sign-out at the front
desk.
30Substitute Teachers
- Substitute teachers must sign-in and sign-out at
the front desk. Substitutes will be issued a
substitute badge at sign-in and it must be
returned at sign-out.
31Teachers
- Teachers and staff members shall follow
established procedures for signing-in and
signing-out.
32School System Personnel
- System wide administrators and other school
personnel shall check-in and check-out at the
principals office.
33EMJH School Personnel
- Teachers, staff, and substitutes who will be off
campus during the day shall sign-out and sign-in
at the front office.
34Students
- Students who are late to school shall sign-in at
the front desk. A Class Admit Slip will be issued
by office staff showing the reason for the late
arrival, students name, date, time, and whether
the tardy is excused or unexcused.
35Students
- Students who are tardy due to bus issues shall go
directly to their class and an announcement will
be made to admit these students as excused.

- Only a responsible adult (parent, guardian, or a
person who has written permission on file in the
principals office) may check out a student. A
photo ID IS required.

- The responsible adult must sign-out the student
and give a reason for the check-out before the
student is called to the office.

At-Risk of Academic Failure or of Engaging
inDisruptive or Disorderly Behavior

- Students who are at-risk of academic failure or
of engaging in disruptive or disorderly behavior
will be identified by - Assessing classroom behavior and/or academic
performance - Maintaining up to date records of referrals to
the principal for behavior or academic reasons.

- Examining available data, including attendance
information and, - Reviewing student records and test performance

- Strategies used to meet the needs of students
identified as at-risk of academic failure or of
engaging in disruptive or disorderly behavior
include - Remediation and tutoring programs.
- Modification of instructions.
- Placement in an alternative setting or program.
- Coordination with outside agencies.
- Referral services for family preservation to
local mental health providers.

43 Emergency Codes
- Code Red
- Code Red will always be an emergency situation
and requires a complete lockdown. - Take appropriate actions based upon the
situations in which you find yourself.
44Code Yellow-Secure
- Code Yellow procedures should be followed when it
is in the best interest of the school to keep
students, faculty, and staff away from common
areas (lunchroom, gymnasium, media center,
hallways, locker rooms, etc).
45Code Yellow-Secure
- An announcement Code Yellow alert will be made
from the principals office. If there is a
particular area of concern the Code Yellow
alert will be followed by an announcement of a
particular area or situation. Example Code
Yellow avoid the 8th grade hallway.
46Code Yellow-Secure
- Faculty and staff shall clear all open spaces and
take charge of any students in the immediate
vicinity even if not their students.
47Code Yellow-Secure
- Classroom doors shall be locked.
- Notify the appropriate classroom of any student
not belonging to you that they are secure in your
classroom. - Teachers should continue teaching.
- All students are to be kept in the classroom.
48Code Yellow-Secure
- All bells or fire alarms (unless it is apparent
that there is a fire in the area) should be
disregarded. - The principal or the administrator-in-charge
shall notify Emergency Management and the Central
Office.
49Code Yellow-Secure
- A Code Yellow will continue until an all
clear message is given. - Attention staff, the Code Yellow is no longer in
effect. Please return to your normal schedule (or
specific instructions are given.)
- NOTE A Code Yellow can quickly be upgraded to
a Code Red if required.
50Code Yellow-Evacuate
- An announcement will be made, Code
Yellow-Evacuate. - A particular area may be blocked off.
- Avoid that area.
- All faculty and staff will follow the directions
given. - Why would this be used?
51Code Yellow-Evacuate
- Suicide
- Death
- Severe Injury
- Chemical emergency
- Weather emergency
- Bomb threat
- Any other situation where the building needs to
be evacuated
52Code Yellow-Evacuate
- Clearly spoken instructions will be given.
- There will be no vague directions given, they
will be specific. - Teachers, may I have your attention please? Code
Yellow-Evacuate. Please avoid area given.
Teachers, check your rooms for any suspicious
items and note them on your white boards before
leaving the classroom.
53Code Yellow-Evacuate
- If the evacuation is going to involve moving the
students in such a way that normal evacuation
procedures to vacate the building (Fire Escape
Plan) then specific instructions will be given to
those teachers.
54Code Yellow-Evacuate
- In the event of a bomb threat the parking areas
would need to be avoided for instance. - We would evacuate into the baseball field area
with all students. - If the evacuation will be extended then
transportation will be provided to a safe
loaction.
55Code Red (Lockdown)
- Code Red (Lockdown) procedures should be
followed when an armed person or intruder (s) is
detected anywhere on campus or as a result of a
hostage situation or abduction or as a result of
civil disobedience or riot.
56Code Red
- The person observing the intruder shall
immediately notify the office and provide the
following information about the intruder(s) - Last known location.
- The number of intruders observed.
- The presence of any weapons or suspicious
devices. - A description of the intruder(s).
57Code Red
- Faculty and staff shall clear all open spaces and
take charge of any students in the immediate
vicinity, even if not your students. - The office will announce a Code Red and give
the intruders last known location. Example
Code Red parking lot.
58Code Red
- Classroom doors and windows shall be locked. Once
a door is secured, the teacher shall not open the
door for any reason as long as a Code Red is in
effect. - Cover outside windows with shades or blinds or
with paper if time permits
59Code Red
- Support personnel who have students should go to
a sheltered location, lock the doors, keep
students away from doors and windows, and stay
with the students until advised otherwise. - Support staff (clerical workers, custodians, food
service employees, etc.) that do not supervise
students should go to a per-assigned location and
lock the doors.
60Code Red
- Teachers in adjacent classrooms shall assist
substitute teachers in securing and locking
doors. - If anyone is injured or may require medical
attention a Red Paper with the room number
should be slid under the door and into the
hallway. A second Red Paper should be used in
the window in a manner that is visible from
outside and prevents anyone from outside the
classroom from seeing the location of students or
teachers or staff members.
61Code Red
- If no one is injured or is in need of medical
attention, a Green Paper should be slid under
the door and into the hallway. A second Green
Paper should be used in such a manner that it
can be seen from outside. - Each room where this procedure is not followed
will be considered a possible threat area by law
enforcement.
62Code Red
- Teachers shall take roll immediately and report
any missing students and their last known
destination, i.e., restroom, office, etc. to a
Safety Team Member. - Students are to be seated in a sheltered area of
the room and away from doors and windows. - All students are to be kept in the classroom.
63Code Red
- Any bells or alarms (unless it is apparent that
there is a fire in the area) should be
disregarded. - The principal or the administrator-in-charge
shall notify Emergency Management and the Central
Office. - Each room will be contacted individually by the
principal or other administrators who will make a
predetermined statement and wait for the
appropriate response from the teacher. An
inappropriate response will indicate that there
is a problem. Question Is everything OK?
Response Everything is OK.
64Code Red
- In an Evacuation is deemed necessary, it will
be conducted under the direction of law
enforcement. Law enforcement officers will
announce themselves, use a key supplied by the
school to gain access to the classroom, and
escort individual classrooms out of the building
one class at a time and ONLY when it is safe to
do so.
65Code Red
- Procedures to follow if a Code Red occurs
during assembly, lunch, between classes, during
fire drills, etc. - Do not climb under tables or desks.
- Run away from the danger area in a direction
opposite from the intruder. - If a shooter is involved, instruct student to
zigzag as much as possible. - Put an obstacle between the shooter and the
students. - Do not be concerned about notifying the office.
Someone in a safer are will make the report. - Keep students running until they are in a safe
area away from the school. - Gather as many students as possible and take them
to a predetermined, designated rally area so
students can be accounted for. - Wait for instructions and do not allow students
to leave.
66Code Red
- A Code Red will continue until an all clear
message is given. - This message will sound something like, All
Clear. Teachers (followed by specific
instructions as to what to do). - Remain in your classrooms until
- Resume normal activities
- We will be evacuating by classrooms, please
stand-by and officers will come to your room.
67What are your responsibilities?
- Teachers and teacher assistants are responsible
for the safety and welfare of all students. - The teachers and assistants will
- Keep Safe School flip charts close by to provide
quick and easy access to procedures for
themselves and substitutes. - Keep accurate and current information about the
emergency plans for the school. (Know what to do
and how to do it.) - In accordance with the schools Safe School Plan,
provide instruction and practice for students in
policies and procedures to follow during the
course of an emergency. - Have readily available a record of each students
emergency information (NC-WISE) - Make all emergency data and plans available for a
substitute teacher. - Make reasonable and prudent decisions in regard
to the safety and well being of students.
