For Cash Value Benefits

Purpose To fully utilize the cash value benefit
and split a partially WIC-tendered item with
another form of tender.

• The Final Rule published March 2014
• 264.12 (f)(4) Split tender transactions. The
  State Agency must implement procedures that allow
  the participant, authorized representative or
  proxy to pay the difference when a fruit and
  vegetable purchase exceeds the value of
  cash-value vouchers.
• 264.12 (h)(3)(xi) Split tender for cash value
  vouchers. The vendor must allow the participant,
  authorized representative or proxy to pay the
  difference when a fruit and vegetable purchase
  exceeds the value of the cash-value
  vouchers (also known as split-tender transaction).

• Online WIC EBT already implemented
• Smartcard WIC EBT -- not implemented as prior
  rules for Smartcard processing did not allow for
  writing benefits back to the card
• Paper Vouchers and checks split-tender rule is
  required in this environment as well

FNS had to allow for a benefit-reversal in
Smartcard WIC to allow for reversing the
transaction when another form of tender was not
available. Smartcard WSAs worked with all
stakeholders to create benefit processing rules
for Point-of-Sale systems.

Rules for Benefit Reversal Processing

• Must be performed in same transaction where
  Smartcard was decremented
• Primary Account Number must match
• Prescription balance on card must match last
  updated prescription balance in memory
• Point-of-sale must report Benefit Reversal record
  in WIC daily claim file

Smartcard WIC EBT stakeholders have requested to
extend implementation deadline to October 2016.
