Level of advancement 1. There is no legislation
establishing a VSB. Level of advancement 2. There
is a VSB, but it does not have legislated
authority to make decisions nor to apply
disciplinary measures. Level of advancement 3.
The VSB regulates veterinarians and veterinary
para-professionals only within certain sectors of
the VS (e.g. public sector but not private sector
veterinarians). Level of advancement 4. The VSB
regulates veterinarians and veterinary
para-professionals throughout the VS. Level of
advancement 5. The VSB is subject to evaluation
procedures in respect of autonomy, functional
capacity and membership representation.

Level of advancement 1. There is no legislation
establishing a VSB. Level of advancement 2. The
VSB regulates veterinarians only within certain
sectors of the veterinary profession and/or does
not systematically apply disciplinary measures.
Level of advancement 3. The VSB regulates
veterinarians in all relevant sectors of the
veterinary profession and applies disciplinary
measures. Level of advancement 4. The VSB
regulates functions and competencies of
veterinarians in all relevant sectors and
veterinary para-professionals according to
needs. Level of advancement 5. The VSB regulates
and applies disciplinary measures to
veterinarians and veterinary para-professionals
in all sectors throughout the country.

Some questions to stimulate discussion in
countries without a VSB

• What procedures, if any, are defined in national
  legislation as only able to be undertaken by a
  registered or qualified veterinarian?
• Who determines veterinarians right to practice?
• Who sets the professional and ethical standards
  for practicing veterinarians?
• Who investigates complaints against
  veterinarians?
• Who monitors and enforces ongoing compliance of
  veterinarians with professional and ethical
  standards?
