The City of Roanoke, Virginia is in the process
of developing a "non-smoking" policy that will be
enforced when individuals operate a city vehicle.
Are there communities out there that currently
have such a policy in place? If so, can I get a

The City and Borough of Juneau, Alaska has had a
prohibition on smoking in municipal facilities
and vehicles for several years. This includes
all public facilities, including the airport
restaurant and bar. There are a few designated
spaces inside buildings that meet the criteria in
the policy for smoking, but only a few. Attached
is the policy. I had some difficulty putting it
into a format that meets the size requirements
for messages. This should do it.

Has anyone had experience of lease purchase,
guaranteed buy back or just lease of construction
type equipment? I would be interested in how it
worked for your organization, manufacturers
involved, length of contract, did the contract
include maintenance and PMI's and if you did save

Here in North Carolina the reverse is true.  We
lease purchase every vehicle and item of
construction equipment that we buy.  We send the
bank a list of the vehicles we are going to buy
and borrow the money in one big chunk.  We end up
saving money because the interest rate on money
that we borrow is lower than the interest rate we
are earning on invested funds.  No matter what
the prevailing interest rates are, it is always
most advantageous to borrow the funds.  This is
because of the favorable rates afforded to
municipalities.  This may not be true in
Virginia, but it is worth looking into.
 
 
    Another positive factor is that leasing
everything tends to take the ups and downs out of
your capital replacement budget.  In the past we
got killed in years where we had to replace a
motor grader or a fire truck.  Under the leasing
plan, the capital replacement budget is about the
same every year.  Just enough to cover debt
service payments.  The big items no longer cause
spikes in the funding requirements.
