and strategies from the Model Schools Conference - Included prior knowledge, ideas, and experience

- Divided into small groups to create each level
of intervention and academy keystones

- Negotiated the interventions and strategies for
each level until a consensus was reached - Agreed upon details of how to implement the
interventions and strategies at each level - Included optional interventions if necessary
