DISPENSING FUEL HSE CONSIDERATIONS

FUEL TANKERS
Road tankers or bowsers which refuel vehicles,
plant, and equipment shall be subject to
scheduled inspection and servicing by the Plant
Department as well as random checks from the
Safety Department.
The following will be verified
  • the road condition and equipment of the tanker
  • the integrity of the fuel pumping / transfer
    system
  • the earth bonding system
  • the registration of the vehicle
  • the drivers license

REFUELING
  • Refueling to be carried out in safe locations
    only
  • Refueling activities will not take place on
    site roads
  • Refueling will not take place within 30m. of
    hot work
  • Engines will be switched off before refueling
  • Earth bonding will be hooked up before all
    refueling operations
  • No smoking shall be permitted during refueling
  • 2 x AFFF fire extinguishers will be available
    (provided by fuel tanker) during the refueling
    operation

CONNECTING AND DISPENSING
Ensure that any plant/equipment into which you
are going to dispense fuel is switched
off. Connect up your Earth Bonding Line - Ensure
positive Metal to Metal contact. If your Fuel
Hose has been changed, confirm that new fuel hose
is anti-static type before connecting
up. Connect up your Fuel Hose - Handle carefully
to avoid spillage in case any residual fuel is
in the line from its last usage. Switch on your
Pump. Monitor the delivery and record as
required. Do not leave your Tanker during pumping
operations. Ensure no Spillage.

DISCONNECTING AFTER DISPENSING
Switch off your Pump. Disconnect your Fuel Line
- Ensure that no residual fuel remains in the
line - Ensure no spillage. Stow your Fuel Line
correctly in the designated place on your
vehicle. Disconnect your Earth Bonding line.
NOTE THAT THE LAST THING YOU DO IS TO
DISCONNECT THE EARTH BONDING LINE

STATIC ELECTRICITY
All materials flowing through pipes generate
Static Electricity. All Vehicles travelling
along the road generate Static Electricity. Stat
ic Electricity builds up and must be dissipated
to earth. Static is built up EVERY time you
travel and EVERY time you receive or dispense
fuel. The purpose of your Earth Bonding Line is
to ensure that Static Electricity which had built
up in and on your tanker has a safe and
continuous path to earth.

Ensure Metal to Metal contact between
Filling Nozzle and Rim of Filling Hole

If there is a gap between filling nozzle and the
rim of filling hole, static electricity will arc
across the gap in the form of a sparks. These
sparks are hot enough to ignite the fuel
vapours/air mixture which exists around the
filling hole.
