Compliance Assurance Monitoring

• Currently applies to Title V sources and only add
  on control technology
• New rulemaking will define periodic monitoring
  and enhanced monitoring in existing rules
• Proposal will expand the applicability to
  include work practices, limits on sulfur and VOC
  content, equipment design, and units will small
  external control devises

• The revised rule would redefine what constitutes
  minimally acceptable periodic monitoring by
  raising the level of
• Data collection method, frequency, and data
  management levels
• Source owner will be required to design and
  justify monitoring and submit it with permit
  application
• Will be incorporated in Title V permits
• Three options currently being considered, all are
  more stringent then the current rule
• Proposal sometime this fall

• After PM NAAQS Agency revised our approach to
  reviewing NAAQS to
• Allow for incorporating most current research
• Complete reviews every 5 year
• Allow for more timely public involvement
