- PEARL website is operational and linked with
JNNURM website. The site provides a
knowledge-sharing platform for interaction and
discussion. - This website documents Best Practices, JNNURM
Projects, JNNURM Reforms, News / Events, Data
/Resources, Publications, Gallery (Photos
Films) and Newsletters - An average monthly hit of more than 2,00,000 is
being reached. - A help desk facility is provided through PEARL in
collaboration with the Urban Resource Link of
ASCI.
- A e-Group and a online e-Discussion Forum is
also available.

- Exposure visit for Elected Representatives to
Ahmedabad Municipal Corporation in collaboration
with CEPT University, Ahmedabad on 24th and 25th
November 2011. Honble Mayor Councilor, Gangtok
attended the event. - Exposure visit for Women Councilors at Pune and
Pimpri Chinchwad Municipal Corporation in
collaboration with YASHDA Pune on 28th and 29th
November 2011. Women Councilors attended the
event. - Exposure visit for North-East and Jammu Kashmir
Cities in collaboration with ATI, Mysore at
Mysore and Bangalore Municipal Corporations
between 26th and 29th February 2012

- Knowledge Network Support Unit (KNSU) Cities
Alliance (CA) Support - CA and NIUA are providing
knowledge support to PEARL through KNSU - A study on Knowledge Needs Assessment (KNA) for
JNNURM cities is underway to develop a report and
a common template that can best serve for KNA of
JNNURM cities. - WSP is working with NIUA to document information
on Urban Reform Communication - USAID and DFID has extended support to PEARL
- ADB is providing knowledge products to the
network

- Earlier RMC collected 25 of total garbage from
household (HH) - Todays coverage is 90 by hiring 1000 women from
Sakhi Mandals (SHGs), who are paid Rs.10/- Per
HH/month for 3 hrs. service - Sakhis adds up Rs.3500-/ month by selling
recyclable material

- One day one ward campaign/(25 wards)
- Hawkers were taken off from streets and located
in a four walled open plot for Rs.25 per
thela/month. Attached to open market is a pay
and use toilet _at_ Rs.1 free for women and
children - 150 pay and use toilets
- Built seven high-end toilets on BOT basis for
Rs.2/Rs.5 each use generating revenue through
sale of advt. rights. - Processing Disposal of Waste through PPP
- RMC gave 30 acres of waste land on lease at
Rs.1/sq.mt to private operator (PO) agreed to
deliver 300 MT to garbage/day along with two lakh
litres of water/day electricity for operation

- Segregation into dry, waste and inert material

- 40 T of organic compost
- 70 T of green/slow burning coal

- The main problems faced were
- Increasing number of auto rickshaws
- on the road
- Lack of public transport
- Growing number of private vehicles
- Congestion in transport
- The Rajkot Municipal Corporation (RMC) decided to
take up the issue of public transportation under
PPP model under comprehensive strategic
management exercise under JNNRUM scheme. - The goal of Rajkot Urban Transportation (RUT)
sanctioned under the JNNURM scheme at RMC is to
provide sustainable and cost effective city bus
services to the residents of Rajkot and nearby
localities. Along with this the privatization is
also aimed at reducing the financial and
administrative burden of RMC.

- Process
- Traffic and transport survey was conducted
- Through comprehensive tender process, the highest
bidder was awarded the project for seven
operational years. - Initially, Raj City Bus Services had agreed to
operate on the 45 routes in Rajkot city as
operated by GSRTC and rolling out fleet of 50
Compressed Natural Gas (CNG) fuelled buses.
Gradually 200 more buses would be slotted in the
same system. - Contract Modalities
- On contract RMC provided 10 zones for operations.
- Operator had to pay the royalty of Rs. 60.5
Lakhs. - Bus services are operational in only one zone and
in other zones it is yet to be operational. - On contract 125 routes are identified but not yet
operational. - Bus stand and stop pillars are constructed by
RMC. - Operator shall take the income from the
advertisements for both outer and inner circulars.

- Outcome of the Project
- The operational issues concerning the route
allotment and bus stops have not come up as the
operations are limited to very few routes.

- Impact
- Rajkot Bus Services till now has been appreciated
and accepted by citizens, as it is reducing
dependency on traditional mode of transportation.
Like all major bus services it has provided space
for women and passes coupon facility. Citizen
portal provided under RMC website also has
postings on the RTU services. One thing that has
unanimously been felt is the extension of
services as well as the frequency of the
services. - Operators as service providers, provides good
services but on financial grounds they are
incurring losses and are also not providing some
of the basic infrastructure as agreed in the
contract. However, on the part of road services,
they have kept it in good shape and passengers
are satisfied using the services.

- Technology Process Re-engineering (TPR) was
adopted involving the following steps - Major front end process changes were planned and
information from citizens through collecting
their mobile numbers while entering master
database were conducted. - Major back end process changes were adopted.
- Integration of Call Center Database with
e-Governance database to make all information
available to officers on RMCs intranet was
undertaken. - Based on the usage of the application, the
service are provided under m-Governance.
