• A syndicate plans to use port facilities as a
  conduit for smuggling contrabands.
• Syndicate members have been tasked to probe
  various port facilities in the region in order to
  determine the effectiveness of the security.

• Obtain clearance from the appropriate authority
  if the waters off the port facility is a
  restricted area.
• Vessel to approach port facility and loiter off
  the port facility. Crew to chat, take photo and
  point towards installations in the Port Facility
• If questioned, give excuses such as taking
  photos for interest , feign ignorance or fishing.
