Tamny Thesis Over the past ten years, the
conflict over the federal budget has escalated
significantly. The following five factors became
more apparent causes of this conflict concept of
separation of powers, concept of divided
government, concept of interest group politics,
politics of discretionary spending, and politics
of congressional committee structure.
