2 Our One-Stop Career Center became an
Employment Network (EN) and has all of the tools
and resources to address the needs of Ticket
Holders in attaining employment-related
milestones and outcomes.

chair, repaired a leaky bathroom faucet and
removed a computer virus.
As an EN, we just need to accept the Ticket and
develop a plan for employment and then the Ticket
Holder needs to get a job.
This is true as long as we have a strong
partnership with a Work Incentives Planning and
Assistance Project or are developing internal
expertise in this area.

- Employment Networks (ENs) do not necessarily need
to be the experts in all of the variables that
impact a Ticket Holders benefits, although some
areas are choosing to develop internal expertise.
In either case, your One-Stop/EN does need to
work in close collaboration with professionals in
your communities, such as Work Incentive Planning
and Assistance (WIPA) projects who employ trained
benefits specialists called Community Work
Incentive Coordinators (CWICs). If your
One-Stops/ENs assign Ticket Holders without
initially connecting them to a benefits
specialist, you not only run the risk of not
reaching payment milestones due to Ticket Holders
leaving jobs for fear of losing or real loss of
cash benefits and/or insurance, but you will also
have impeded the right of individuals to make
informed choices that can greatly impact their
