Attainment with State Ozone Standards
- Exempts existing sites from all EVR modules
except ORVR compatibility - ORVR compatibility required to minimize benzene
exposure - New facilities and facilities with major

9Recent Change in State Ozone Standards
- More stringent state ozone standard approved by
ARB at April 2005 meeting - Still going through rulemaking process
- May change district attainment status in the next
year - CP-201 section 2.4.4 allows 4 years to comply if
district reclassified
10New vs. Existing GDF
- EVR standards phased in over several years with
multiple deadlines - New facilities need to meet all operative EVR
standards - Existing facilities have up to four years after
the effective date of the standard to comply - Major Modifications change status from
existing facility to new facility and trigger
operative EVR requirements
11Phase I Major Modification
Modification of the Phase I system that involves
the addition, replacement, or removal of an
underground storage tank, or modification that
causes the tank top to be unburied, is considered
a major modification of the Phase I system.
12Phase II Major Modification
- Addition, replacement or removal of 50 percent or
more of the buried vapor piping, or the
replacement of dispensers, is considered a major
modification of the Phase II system. The
replacement of a dispenser is not a major
modification when the replacement is occasioned
by end user damage to a dispenser. Phase II
system upgrades to make the systems ORVR
compatible do not constitute a major
modification. Phase II system upgrades to comply
with the under-dispenser containment requirement
(CCR, Title 23, section 2636(h)(1)) initiated
before January 1, 2004 do not constitute a major
modification. Modifications to dispensers may
require use of unihose configurations as
described in CP-201 section 4.11.

25ORVR Compatibility Deadlines

26Unihose Requirement
- There shall be only one hose and nozzle for
dispensing gasoline on each side of a
multi-product dispenser (MPD). This shall not
apply to facilities installed prior to April 1,
2003 unless the facility replaces more than 50
percent of the dispensers. Facility modifications
that meet the definition of major modification
for a Phase II system in D-200 trigger the
unihose requirement as the facility is considered
a new installation. Exception dispensers which
must be replaced due to damage resulting from an
accident or vandalism may be replaced with the
previously installed type of dispenser.

41What ISD doesn't do
- Exempt station owners from receiving a notice of
violation - Identify single events that are out of the
acceptable limits - Identify borderline failures
- Exempt station owners from annual compliance
testing -
42ARB ISD Enforcement Policy
- ISD output not currently appropriate for
enforcement - No response by GDF operator to ISD failure signal
is enforceable
4318 Month ISD Evaluation
- Examine the capital cost impacts of ISD on
smaller throughput GDFs - Determine whether performance of field ISD
systems is similar to performance of the system
tested in certification
