2 NOAA ORM VISION
- Increase mission success while reducing the risk
to personnel, resources and the environment - Adopt a risk-based philosophy to provide a
logical process to identify, evaluate and control
hazards associated with all NOAA operations
3 WHY IMPLEMENT ORM?
- Reduce incidents
- Increase probability of mission
- success through better planning
- Identify appropriate levels for
- decision making
- NAO 209-1 states NOAA shall
- provide a workplace environment
- free of known hazards that
- could place employees at risk of injury.
4ORM IMPLEMENTATION CONCEPT
- Phase I Develop ORM curriculum targeted at
various levels of management and responsibility - Supervisors and employees involved in high risk
operations - Supervisors and employees involved in low-risk
operations - Senior and Mid-Level Managers
- Phase II Select and train NOAA employees to
become ORM Instructors.
5ORM IMPLEMENTATION CONCEPT (contd)
Phase III Develop and execute ORM training
throughout the identified high-risk
operations. Phase IV Develop and launch ORM
web-based training for all remaining NOAA
workforce including senior and mid-level
management. Phase V Integrate ORM principles
within NOAA operations. NOAA ORM will be an
ongoing program to ensure new employees receive
appropriate level ORM training.
6IS THERE VALUE-ADDED?
- By investing in a few internal employees to
become certified ORM Instructors, we can
formalize this program and deploy a training
effort that will ensure all NOAA employees,
volunteers and contractors will receive effective
education and application procedures on ORM. - In doing so we should see immediate results in
reduction of incidents throughout NOAA.
