Comprehensive land use planning and CLUP
  •  
  • It is a structured decision making process that
    deals with how land is used in a specific
    planning area such as an LGU in order to answer
    three basic questions
  • 1. Where are we now?
  • 2. Where do we want to go?
  • 3. How will we get there?
  • It focuses on the arrangement of buildings,
    roads, water and sewer lines
  • A CLUP on the other hand is the end product of
    the planning process.
  • It consists of a map showing how the use of land
    in a specific area will be regulated, as well as
    a written document containing a profile of the
    community, its vision and the strategies on how
    it will achieve its vision.
  • A CLUP is also accompanied by a zoning
    ordinance.

Value of CLUP for LGUs
  • Provides legal justification for zoning laws
  • Provides a guide for investors where businesses
    can be located
  •  
  • Helps a community define itself, it can help a
    community maintain the character or quality of
    life desired by residents and the power to chart
    their own future
  •  
  • It can help a community inventory its assets and
    serve as a springboard for economic development
    strategy (SWOT)
  •   
  • It can help leverage grants
  •

Key players in the CLUP process
  • PREPARATION
  • a. Planning officers (MPDC, CPDC) in charge of
    preparation of work program, time frame and
    logistical requirements, conduct of the processes
  • b. Sanggunian Bayan - approval of logistical
    support. budget, ad hoc- technical working
    groups (TWG),
  • REVIEW
  • PLUC if component cities and municipalities or
    RLUC if HUC, ICC
  • APPROVAL
  • Sanggunian Panlalawigan or HLURB

The planning process step 1
  • WHERE ARE WE NOW? (Utilize GIS)
  • This will involve data gathering and
    situational analysis of the various sectors
  • a. SOCIAL education, health, housing, social
    welfare/services, protective services, sports and
    recreation
  • b. ECONOMIC agriculture, commerce and trade,
    industry, tourism
  • c. INFRASTRUCTURE transportation, power,
    water, information and communication technology

Step 2
  • Where do we want to go ?
  • A visioning workshop will be conducted to
    determine the consensus of the stakeholders as
    to how they want the LGU to look like in the
    future.

Step 3
  • HOW DO WE GET THERE?
  • This will involve developing strategies, action
    plans, as well as limitations on land use,
    directed towards achieving the vision for the
    LGU.
  • CLUP addresses Where do we locate? NOT How do
    we get the Money to finance projects?

Step 4 - Putting it all together
  • Writing down the plan
  • Preparing the map
  • Suggestion for all municiplaities to utilize a
    uniform GIS software (For Step 1 and 4)
  • For cost effectiveness, use GIS for tax mapping,
    license and permits and monitoring of development
    ASIDE FROM THE CLUP.

    plans for component cities and municipalities

    urbanized cities .

Approval
  • For component cities and municipalities -
    Sanggunian panlalawigan
  • For independent component and highly urbanized
    cities, and cities and municipalities of Metro
    Manila- HLURB
  • To review and update CLUP, the cycle is repeated.

Role of HLURB in CLUP
  • Under E.O. 648
  • It prescribes the guidelines in the preparation
    of the CLUPs.
  • It conducts capacity building training in CLUP
    preparation for LGUs
  • It gives assistance to LGUs in the preparation of
    their CLUPs.
  • It approves the CLUPS of HUC, ICCs and cities and
    municipalities of Metro Manila
  • It sits as member of the Regional Land Use
    Committee (RLUC) and Provincial Land Use
    Committee (PLUC) which review the plans

Status of CLUPs
  • 86 (1407/1635)of LGUs have approved CLUPs
  • 14 of LGUs do not have approved CLUPs
  • 24(334/1407 )of LGUs are in the process of
    updating their CLUPS
