3Introduction
Pradhan Mantri Kaushal Vikas Yojana (PMKVY), the
flagship outcome-based skill training scheme of
the new Ministry of Skill Development
Entrepreneurship (MSDE) aims to enable a large
number of Indian youth to take up skill training,
become employable and earn their livelihood.
Enabling the Indian youth to acquire high quality
skill training across a range of sectors, thereby
providing a boost to the productivity of the
country's existing workforce
Encourage standardization in the certification
process and initiate a process of creating a
registry of skills.
Enable and mobilize a large number of Indian
youth to take up skill training, become
employable and earn their livelihood. Increase
productivity of the existing workforce by
aligning training and certification to the needs
of the country.
Provide Monetary Awards for Skill Certification.
Boost employability and productivity of youth by
incentivizing them for skill trainings.
Reward candidates undergoing skill training by
authorized institutions, at an average monetary
rate of 8,000 (Rupees Eight Thousand) per
candidate.
Benefit 24 lakh youth at an approximate total
cost of 1,500 Crores.
4Key Features
PMKVY will be implemented through Public-Private
and Public-Public partnerships and NSDC will be
the implementing agency for this Scheme.
The Scheme will provide monetary incentives for
successful completion of market-driven skill
training and certification to approximately
twenty four lakh youth in a span of one year from
the date of implementation of the scheme.
People with prior experience or skills and
competencies will be assessed and rewarded on
successful completion of the assessments. This
will help in recognizing the skills possessed by
workers working in the informal sector and
facilitate the process of skill up gradation and
re-skilling of the existing workforce.
PMKVY will provide incentives for mentoring and
placement support to the training providers on
achieving 70 placement of the students batch.

6Strategy Approach
Eligible Sectors and Job Roles
Based on the Skill Gap Studies and other
factors, NSDC, under the oversight of PMKVY
steering committee, will allocate training
targets to Sector Skill Councils. Allocation of
targets will be done in consultation with the
States/UTs, Central Ministries/Departments and
Sector Skill Councils.
Targets for skill training will also be aligned
to the demand from the Central Governments
flagship programmes, such as - Swachh Bharat,
Make in India, Digital India, National Solar
Mission and other such schemes.
Training will be conducted based on National
Occupational Standards (NOSs) and Qualification
Packs( QPs) for specific job roles formulated by
industry-driven bodies, namely the Sector Skills
Councils (SSCs).
7Strategy Approach
Eligible Beneficiaries
In line with the objectives stated above, this
Scheme is applicable to any candidate of Indian
nationality who
Undergoes a skill development course in an
eligible sector from an approved training
provider as defined earlier.
Is certified during the span of one year from the
date of launch of the scheme by the Sector Skill
Council.
Is availing of this monetary award for the first
and only time during the operation of this Scheme.
Any other criteria as defined by the Sector Skill
Councils for respective job roles.
8Evaluation Monitoring
Evaluation Monitoring
Skill Development Management System (SDMS) will
be central repository of all the data which may
be required by the various stakeholders to
monitor this Scheme.
SSCs will be tasked to ascertain the quality of
training locations and courses through certified
assessors. In addition, SSCs will be tasked with
certifying all trainers for the Scheme.
Audit checks and surprise visits to training
centers will also be conducted to ensure enhanced
monitoring.
9Process for availing the benefits of the Scheme
Candidate can enroll in any course from the list
of registered courses in specified sectors. The
candidate can enroll for the course with any of
the approved training providers.
Candidates will be required to provide the UID
number to the training partner. If in case, the
number is not available, training provider will
facilitate the enrolment of the candidate in
UIDAI Scheme.
After completion of training, the candidate will
be assessed by any of the approved Assessment
Agencies.
Sector Skill Councils will award a secure
certificate with a QR bar code on successful
completion of assessment process. This
certificate will be electronically verified using
a CAM device and linked to UID number of the
candidate.
10Process for availing the benefits of the Scheme
After successful meeting of all the eligibility
criteria as specified above, the candidate will
receive the monetary reward.
Once the monetary reward is given under the
Scheme, he/she will not be eligible to receive
any further monetary reward under this Scheme.
In order to enable the financially disadvantaged
to avail the benefits of the Scheme, the training
providers will allow candidates to undertake the
training without payment of course fee. However,
candidate will be required to pay minimum
assessment fee which will ensure the candidate
has a sustained interest in completion of the
course. In a case where the candidate undertakes
training on credit, the due training fee will be
reimbursed by the candidate to the training
partner upon receiving the reward money from NSDC.
