The National Technology Transfer and Advancement
Act of 1995 (Public Law 104-119) and OMB Circular
A-119, mandate the use of Voluntary Consensus
Standards in lieu of Government-unique standards.
22FAR Property Rewrite Contractor Responsibility
- The Contractor shall have a system to manage
(control, use, preserve, protect, repair and
maintain) Government property in its possession. - The system shall be adequate to satisfy the
requirements of this clause. The contractor
shall initiate and maintain the processes,

- Texas Dept of Transportation first to incorporate
a Property Standard - recently adopted in May 2001 by the 77th
Legislature is a key provision of the General
Appropriations Act (9.03). The provision, titled
Appropriation Reductions for Lost Property,
directs the Comptroller of Public Accounts to
reduce an agencys appropriations by 50 percent
of the value of lost property, if the percentages
exceed the American Society for Testing and
Materials (ASTM) standards. As indicated in the
Comptrollers Fiscal Management (FM02-47)
bulletin, the ASTM standard for high-risk items
(only firearms at this time) is 0 percent and 2
percent for non-high-risk items (other property
besides firearms).
