Preface
The following information was developed by the UK
Restricted Commodities Group as a referral tool
and should never be used to educate on dangerous
goods. The production of this document is to
provide support and knowledge to all areas of
Sales, regarding the carriage of dangerous goods.
It is intended as a quick reference guide to
ensure adherence to DHLs Dangerous Goods
policy. Please take a moment to review the FAQs
following this introduction, as they may address
questions that you have prior to making your
sales call. Note This document is subject

• Dangerous goods are articles or substances which
  are capable of posing a risk to health, safety,
  property or the environment.
• What regulations must be considered when sending
  dangerous goods?

• What is a UN number?.
• A four digit number assigned by the UN Committee
  of Experts on the transport of dangerous goods to
  identify a substance or group of substances. In
  many cases a UN number is subdivided into packing
  groups which indicate the degree of danger
  present. I High danger , II Medium danger ,
  III Low danger

• What is a Material Safety Data Sheet (MSDS)?.
• A published document that communicates the
  hazardous properties , harmful effects, dangerous
  goods classification, precautionary measures in
  handling, transporting , storage and basic remedy
  response for an article, substance or mixture.
• Can DHL provide a customer with the relevant
  information concerning the carriage of a
  dangerous goods product?.
• No. It is a shippers responsibility to ensure any
  shipments containing dangerous goods are
  classified, marked, labelled and accompanied with
  the correct documentation in compliance with
  relevant mode of transport regulations.
• DHL can not provide this information to a
  customer as it would classify us as the customers
  Dangerous Goods Safety Advisor and therefore
  liable if a non-compliant shipment is presented.

Hidden Dangerous Goods
Many everyday items used in home or workplace may
seem harmless, however, when transported they can
become dangerous. In flight, variations in
temperature and pressure can cause items to leak,
generate toxic fumes or start a fire. Cargo
declared under a general description may contain
dangerous goods that are not apparent. With the
aim of preventing these shipments from being
loaded to both vehicles and aircraft, staff
should seek confirmation from shippers where
there are suspicions that it may in fact contain
dangerous goods.

What Questions should I ask a customer?

• Are any of your products classified as dangerous
  goods for transport ?
• If yes, can you provide me with the UN number,
  packing group, and quantities of the products to
  be sent (ideally copies of the MSDS to be
  supplied)?.
• Do you have the relevant knowledge and training
  to ensure shipments are compliant for the mode of
  transport?.
• Once this information is obtained contact your
  local Restricted Commodities Co-ordinator to
  provide clarification if DHL can carry this
  material.

DHL Express Dangerous Goods Services

• There are four specific categories of dangerous
  goods that have been approved for carriage
  between specific countries on DHLs TD,DD and DDI
  networks.
• TD
• Dry Ice UN1845 as a packaging supplement
• Biological Substance, Category B UN3373
• Dangerous Goods in Excepted Quantities
• Dry Ice
• In all cases a shipper MUST be approved by the
  Restricted Commodities Group to utilise these
  services

Time Definite Capabilities

• Dry Ice UN1845
• Dry ice is used as a packaging supplement to keep
  non hazardous items refrigerated. This MUST be
  packaged, marked and labelled in compliance with
  IATA regulations.
• Dangerous Good in Excepted Quantities
• Very small quantities of dangerous goods, that
  meet certain provisions under IATA regulations so
  that all other transport requirements are not
  applicable. (DHL can not advise a customer the
  amounts that constitute Excepted Quantities).
• Biological Substance Category B (UN3373)
• Formerly known as Diagnostic Specimens. In
  January 2007 this was changed to Biological
  Substance, Category B
• Definition Substance which is transported in a
  form that, when exposure to it occurs, is NOT!
  capable of causing permanent disability, life
  threatening or fatal disease in otherwise healthy
  humans or animals.
• A shipper may also classify a substance as
  Exempt Human/Animal Specimen or Biological
  Substance Not Restricted please check this info
  once you have it with your Restricted Commodities
  Co-ordinator

Packaging requirements for Biological Substance
Category B

• Commercial airlines such as LH, who are utilised
  by DHL as part of a joint venture, have operator
  variations which stipulate that the quality of
  packaging used to send Biological Substance
  Category B shipments must be tested to the
  highest standards at an independent testing
  centre prior to shipping.
• When conducting an audit one of the following
  MUST be provided by a customer
• Confirmation the they will be using DHL WMX
  (World Medical Express) packaging solutions (see
  next page). This has already been tested to the
  required standards.
• Confirmation they are using UN specification
  packaging in compliance with packing Instruction
  602.
• A copy of the test certificate confirming that
  the packaging is tested to packing instruction
  650 must be provide for all packaging (other than
  WMX). This must be obtained from the
  manufacturer.
• 9 complete samples (this includes the primary,
  secondary packaging and rigid outer packaging)
  must be sent to RCG so that they can in turn be
  sent to an test facility in Brussels, where all
  relevant performance tests can be conducted. If
  approved the shipper will provided with a unique
  certification number which will need to be
  printed on all future packaging used for
  movements of Biological substances within the DHL
  network.

DHL has developed complete packaging solutions
for the carriage of Biological Substance,C
ategory B and other temperature controlled
requirements.

TD Dry Ice Excepted Quantities Approved
Destinations
These destinations can only be uplifted on DHL
and joint venture affiliate aircraft. These
products can not be presented to commercial
airlines for uplift

Approval Process for TD customers

• In order for a customer to utilise these service
  offerings an audit needs to be conducted on their
  premises to ensure they have compliance
  procedures in place and the relevant training
  has been under taken so that all shipments
  presented for carriage to DHL are in line with
  IATA regulations below is the process for
  approving a customer.
• An e-mail is sent to the relevant TD Service
  Centre Manager requesting a dangerous goods
  audit, detailing the type of product they wish to
  send and all relevant contact details.
• A Dangerous Goods Intensive trained member of
  staff from the local TD service centre will then
  contact the shipper to arrange an audit date.
• During the audit the customer will be asked to
  print a copy of an authority letter on letter
  headed paper and sign the declaration.
• All audit paperwork and in the case of
  Biological Substances, samples of packaging (see
  next page for more information regarding this)
  are sent to the Restricted Commodities Group
  (RCG).
• RCG will enter audit details into the regional
  electronic approval system for approval by the
  Regional RCG.
• Confirmation of approval (approximately within
  48 hours of receipt the audit paperwork) will be
  sent to the auditor, the Local Service Centre
  Manager and the Account Manager (if known).
• Customer details will then be added to the
  Approved shippers list (found on the RCG COIN
  site).
• NOTE If a customer can not provide this
  information DHL will not be able to accept their
  business.

DD DDI Capabilities

• Dry Ice UN1845
• Although Dry Ice is not regulated under ADR road
  regulations DHL has a Health Safety
  responsibility and duty of care of our employees.
  Therefore all shipments must clearly state that
  Dry Ice is contained within. Although an audit
  process is not required the RCG MUST be advised
  of any shippers requiring this service prior to
  shipping.
• Dangerous Good in Limited Quantities
• Quantities of dangerous goods that meet certain
  provisions under ADR regulations so that all
  other transport requirements are not applicable.
  (DHL can not advise a customer the amounts that
  constitute Limited Quantities this is dependant
  on UN number and packing groups assigned ).

  approved for Limited Quantities

Specialist Support Services Group
Specialist Support Services can provide an off
network solution for any dangerous goods
shipments, that can not travel on the DHL
networks using a third party contractor. A
customer can only utilise this service if they
have a UK held 13 or 18 account number. The
customer will be required to provide a copy of
the Material Safety Data Sheet for the product
they wish to send and a copy of the AWB. These
