  • Critical Root Zone (CRZ) Protected circular area
    to remain undisturbed around a tree with a radius
    of 1.25 per 1 tree dbh.

Critical Root Zone
Radius 1.25 / 1 dbh
  • DBH (Diameter at Breast Height) Diameter of tree
    trunk measured at 4.5 above grade. Measured
    with a diameter tape or a Biltmore stick which
    reads dbh directly.

    grading tree removal is permitted.
  • 2) Within Primary TCA Neuse Zone 2 Trees can be
    disturbed/removed
  • a. for work ancillary to that allowed by DWQ
    in Zone 1,
  • b. for installation of sanitary sewer
    existing structure is to remain on sitesee
    ordinance wording.
  • c. for installation of sanitary sewer when
    50 or more of a reach of sewer main will be
    over 12 deep.

g) Payments To City As Alternate Means Of
Compliance
  • Optional, but must examine other alternate means
    of compliance before opting buy out.
  • Alt. compliance must be approved by department
    authorized to approve plan.
  • Payment amount shall be tax value of land
    (excluding value of structures) removed from
    compliance. Value determined as ratio of entire
    land value, based on tax value/sq ft.

(h) Penalties (i) Restoration
  • h) Fine 1,000 for first tree plus 0.35/sq ft
    of illegal tree disturbing activity.
  • i) Restoration In addition to fine, owner must
    remove disturbed trees replant with equivalent
    caliper (i.e. 12 dbh removed treemust replant
    12 caliper inches new trees.
  • City Forestry Specialist must approve replanting
    plan.
  • Cannot replant in TCA that has BA gt 80.
  • Minimal replant area 350 sq ft. Min. dimension
    7.
  • If insufficient land area to replant, then fee of
    100 per caliper inch of replacement trees shall
    be paid to City.

  • Section 10-2082.9Transitional Protective Yards
    (TPY)
  • TPYs must be combined with perimeter yard TCAs
    where possible in order to count perimeter TCA
    toward the 30 lot maximum.
  • TPYs can be reduced more than 1/2, but not lt 10
    wide with fences/walls so area required by
    Landscape Ordinance is not gt 30.

  • k. Non-residential site plans for parcels lt 2
    acres, located
  • within the 50wide riparian buffer area, that
    fail to provide
  • a 50 natural protective yard in the riparian
    buffer.
