Strategy) with - Phase 1 (System Level)
- To define, with the user community, a common
system standard architecture and common
requirement for identified modules to become ECSS
standards (target 1 year). (In this 1st phase
synergies between existing solutions will be
searched for) - Phase 2
- Define standard interfaces between modules (to
become ECSS standards) - Phase 3
- Contracts to re-engineer, as needed, solutions
compliant with requirements and standard
interfaces, re-using as far as possible existing
products.

- Establish a Ground Systems SW Steering Board
involving the user community as soon as possible
under a clear mandate but following existing ESA
rules. - ESA to
- Propose a mandate (draft to be discussed this
afternoon) - Propose a list of participants for the Steering
Board (to be done today) - Assess more precisely activity to be outsourced
- Minimise associated budget
- Identify budget source
- Conduct Phase 1 and present the results within a
year before initiating Phase 2. - Postpone the proposed 2nd Semester 2003
Harmonisation meeting on ground Systems S/W after
this 1st Phase

- REMARKS
- The harmonisation should be coordinated with the
NoC initiative - Competitiveness in particular with COTS solutions
should be targeted - EGSE should not be imposed to industry (could go
against their competitiveness) - Results of the Ground SW Industry Survey
conducted by ESA should be included in the Phase
1 Process
