targeted increase of investment in research by
2010. Increased investment in research will raise
the demand for researchers about 1.2 million
additional research personnel, including 700.000
additional researchers, are deemed necessary to

involves a combination of initiatives at
national, regional and Community levels aiming
at - Attracting more students to research, in
particular through the increase in the national
and Community financial incentives, the Science
and Society initiatives, especially the Women
and science action plan and the facilitation of
the students mobility

- Condition of admission of Third Country
Researchers in Europe - Member States in collaboration with the
Commission are invited to strengthen the actions
being undertaken to develop the ERA, in
particular by facilitating or continuing to
facilitate entry and residence for researchers
from third countries - Legislative initiative associated with an action
plan foreseen for autumn 2003

with one or more partners from the other sector - Funding of exchange of experienced researchers
amongst staff members, in both directions (2-24
