Enlisted Community Management
  • Enlisted Community Managers
  • -Responsible for sustaining the quality of
    Enlisted Ratings and skill groups (NECs) in order
    to meet the Navys current and future
    requirements.
  • -The goal is to match Sailors skills and
    experience with funded personnel requirements
    through accessions, advancement planning, schools
    planning, and retention.

Enlisted Community Management
  • Whereas, the Detailers are the Sailors advocate
    and EPMAC is the Commands advocate, the ECMs are
    the Enlisted Communities and Ratings advocates.
  • Our concern is the health and readiness of each
    rating and community in meeting the operational
    needs of the Navy, constrained by fiscal
    resources and the legal requirements of Title 10.

HYT REQUESTS
  • Due to End Strength requirements, all HYTs are
    closely scrutinized.
  • We have been directed to route all HYT Waivers
    (expect C-school) and requests to withdrawal FRRA
    up our COC. Navy has to downsize since Zone C
    (11-14 yrs) is overmanned by 3,000 and Zone E
    (21-30 yrs) by 4000 personnel and this is one of
    the first attempts to downsize. Expect other
    initiatives in the future to downsize our Navy.
  • ECM considerations include
  • -Manning of the Mbrs paygrade and NEC.
  • Does approval impact on adv opportunity?

  • CCC will utilize BOL to access the E5s who are
    at risk for HYT (currently we have 111). Only 4
    adv off Cycle 200.
  • CCC will contact ECM to let them know which
    option is desired.
  • Only HYT waivers will be for critical NECs such
    as 8427,8485, 8493 (Recon, Psych, Dive) among
    others will be considered case by case.

NATIONAL CALL TO SERVICE (NCS)
Designed to support near-term active duty manning
requirements and future Drilling Reserve manning
shortfalls. UPPDATE ON NCS EXTENSION REQUESTS
Submit scanned requests directly to PSC Herron
at mark.herron_at_navy.mil. Beginning in FY 09
proposed policy will be for NCS personnel with
EAOS after 30 September 2008 assigned to UICS
UIC's 67448, 48139, 08321, 31948 may apply for a
24 month extension on active duty. Policy
subject to change so submit all extension
requests! NOTE WE ARE NO LONGER REQUIRED TO
BRING NCS PERSONNEL INTO OUR RATING EFFECTIVE
FY2009!!! However we did have to convert approx
70 active duty billets over to NCS for 2009.

HM SEA SHORE FLOW
  • Enlisted Sea Shore flow Career paths for the
    Hospital Corpsman community is dependent upon the
    Sailors specific NEC or specialty. Sailors in
    the HM Community can expect 36 sea / 36 shore
    except those NECs which are shore intensive.
    NECs operationally intensive can expect longer
    sea tour lengths.
  • P407 (Detailers) have developed matrix for
    sea/shore tours per NEC.

HM SEA SHORE FLOW
  • NAVADMIN 234/08 announced the new Sea/Shore Flow
    (SSF) Career Paths which replaces the old
    Sea/Shore Rotation policy. The Sea Shore Flow
    (SSF) rotation lengths reflect specific HM
    billets by NEC. Most rotation lengths have not
    changed or have decreased tour lengths. All
    rotations where based on the ratio of Sea billets
    verses Shore billets, Sailor career needs, and
    Fleet requirements. If you have no Sea duty
    billets you will have a SSF rotation of 0 (zero)
    months Sea and 60 to 72 months Shore. All
    rotations for HM's where evaluated by the NEC's
    Enlisted Technical Leaders(ETL), Enlisted
    Placement Management Center(EPMAC), Senior HM's
    in the community or Board of Advisors(BOA) if
    assembled, Enlisted Community Manager(ECM) and
    your Detailer. Please contact your ETL or
    Detailer with any specific questions about your
    NEC's rotation schedule.

HM2 Sea Shore Flow
  • The current E-5 HM 0000/8404 Sea Shore rotation
    is 48 month Sea and 36 months Shore. The E-5 HM
    community has 300 unfilled Sea duty requirements
    at this time. We are asking any E-5 HM 0000/8404
    that would like to terminate Shore early, please
    submit a 1306. If all 300 requirements are
    filled the Sea Shore rotation will progress to 36
    months Sea and 36 months Shore. Please contact
    your Detailer if you have any question.

Force Shaping
  • Our current excellent retention and recruiting
    success afford us the opportunity to shape the
    force in FY09 and FY10. Our intention is to
    stabilize our personnel end strength at 329,000
    from our current level of 331,000.
  • We need to retain Sailors with the right skill
    sets, balance seniority and experience, retain
    and safeguard the careers of our top performers.
  • The following measures will be implemented in the
    next month.
  • A. Limit the ability of Sailors in overmanned
    ratings to execute short term extensions.
  • B. Shorten the SRB early reenlistment window.
    Also will adjust SRB award levels increasing
    undermanned ratings (NECS) and reducing ratings
    exceeding projected levels.
  • C. Expand PTS program to include Zone B (6-10
    yrs).
  • D. Conduct an enlisted greater than 20 years
    service continuation board in Sept 2009,
    rewarding superior performance in our most
    demanding billets.
