Title: BioTesting Europe
1BioTesting Europe
- European testing and certification of biometric
components and systems - Max Snijder, coordinator / CEO EBF
- BIG, Lisbon May 10th, 2007
2European Context
- The Hague programme
- a coherent approach and harmonised solutions on
biometric identifiers and data are necessary in
the fight against illegal migration and to
improve the security of the European citizens
BIG, Lisbon May 10th, 2007
3Case for testing and certification
- Independent testing on
- interoperability
- performance (accuracy, speed)
- conformance
- durability (environmental influences)
- human interfaces
- Scope
- system
- sub-system
- device
- processes
- people (training education)
BIG, Lisbon May 10th, 2007
4BioTesting Europe
- Supporting Activity, Funded under FP6 / PASR2006
- Start date Feb 1st 2007
- Duration 9 months
- Partners
- European Biometrics Forum (coordinator)
- National Physical Laboratory (UK)
- Fraunhofer IGD (Germany)
- EC/JRC Ispra
BIG, Lisbon May 10th, 2007
5Objectives
- outlining the needs for (i) testing and (ii)
certification of biometrics at the end user
(client) level - defining the business case
- getting buy in from stakeholders clients,
suppliers, test organisations, certification
bodies
BIG, Lisbon May 10th, 2007
6Scope of Work
- Making an up-to-date inventory of
- what needs to be tested based on end user
requirements - most relevant existing testing schemes
- existing competencies at European independent
testing laboratories in the area of biometric
performance, interoperability, and security
testing - existing work on standardisation and testing
(within and outside EU) - mapping of the user requirements on the existing
competencies - performing a gap analysis to determine what
existing competencies can be used and what needs
to be developed
BIG, Lisbon May 10th, 2007
7Focus areas
- Criteria relevance and urgency
- - passports
- - visa
- - identity documents
-
BIG, Lisbon May 10th, 2007
8Questions to be answered
- what needs to be tested (end user
requirements) - which components should be certified (sensors/alg
orithms/subsystems) - who is going to perform the tests (existing
capabilities) - what standards are applicable (status of
standardisation) - what do we already have (inventory)
- what needs to be developed (gap analysis)
- what are the costs and who will
pay/invest (business case) -
