ACCIDENTS IN THE TISA BASIN
The development objective of this component is to
reduce the risk o f water and soil
contamination and loss of human and aquatic life
from catastrophic mining accidental spills
of pollutants. The global environmental
objective is to demonstrate and provide for
replication for the reduction of
catastrophic accidental spills o f transboundary
pollution loads from mine operations flowing
into the Danube and Black Sea basins. In
support o f the above-mentioned development and
global objectives, the project will assist
in the implementation of mitigation and hazard
prevention activities. Two high-risk and
high-priority sites, Rosia Poieni and Baia Borsa
mines, have been identified for hazard
prevention interventions during the initial phase
of the project. These sites require
emergency action. Additional sites for
intervention will be identified during
project implementation. A key indicator of this
components success is the gradual reduction in
number and the negative impacts of mining
accidental spills of pollutants into the Tisza
Basin and in the volume of toxic releases
from mines downstream. The successful
implementation of this component will serve
as a model for replication for reducing mining
accident risks to human and aquatic
ecosystem health throughout Romania and other
parts of the Tisza and Danube basins.

The main items treated in the Feasibility Study
are as follows, works to mitigate the risk of the
dam failure and reduce the risk, the works above
ensure the dam is stable and environmentally
rehabilitated after the work - Systematising
the material in the area in order to provide good
drainage and evacuation from

Objective The objective of this program is to
support reviewing, upgrading, improving
and extending, as the case may be, the mine

response, awareness and preparedness in the Tisa
Basin, as well as the links of the mine
spill contingency systems with the main region
system in place

The principal objective of this feasibility study
is to provide a general, preliminary design
concept for the environmental monitoring and
decision support system, which will serve as the
starting point for project implementation
Specific objectives for the Study include the
following Identify up to 6 representative
sites. Obtain an accurate assessment of the
existing environmental conditions and
monitoring practices at the representative mining
sites in Romania. Assess the needs for site
characterization to ensure accurate monitoring,
and outline a characterization plan. Prepare a
general system-wide design concept and a more
detailed design concept. Identify the
important agencies and other organizations to be
involved in the monitoring system and their roles
in the implementation and operation. Assess
the roles that telecommunications and remote
sensing technologies can play in making the end
product monitoring system as cost effective and
accurate as possible. Ensure that the
monitoring system design and specifications are
compatible with Romanian and European Union
regulatory frameworks for the mining sector.
Estimate project implementation costs and
identify possible funding mechanisms and
related strategies for implementation.
