Goal of the Program
  • To provide a FREE recycling service to all
    multi-family residential buildings located within
    the City of Los Angeles which are not eligible
    for City solid waste collection services.

Why is Los Angeles implementing Multi-Family
Recycling?
  • The City of Los Angeles is committed to reaching
    a 70 diversion rate by 2013
  • Frequent calls from multi-family residences
    requesting recycling services
  • Landlords typically have not implemented
    recycling programs because of the additional cost
  • Haulers in Los Angeles are permitted and so are
    not required to recycle

Existing Conditions
  • The Bureau of Sanitation provides solid waste
    services to single family homes and multi-family
    residences which have 4 or fewer units
  • Private waste haulers provide solid waste service
    to multi-family dwellings which have 5 or more
    units and private businesses

Pilot Multi Family Recycling Program
  • In April and May 2004, five personal service
    contracts were executed to begin implementation
    of pilot program
  • Methodologies tested Blue Bag, Dirty MRF and
    Source Separated
  • Over 70,000 units enrolled in the pilot program

Pilot Findings
  • Outreach and education is a necessary component
  • A voluntary program has better participation and
    lower contamination than a mandatory program
  • A source separated program, with blue
    containers/bins, can complement school and other
    residential education programs by accepting the
    same materials
  • The lowest cost option is to have waste haulers
    collect the recyclables and City forces perform
    outreach and education.

  • Expansion of permit system to require recycling

  • Provision of recycling services by City forces
  • Contracting with private solid waste haulers for

Next Steps
  • Contracts have been initiated for serving to each
    wasteshed.
  • 5 year agreements, with 2 two-year extensions
  • Pilot transitioned into a source separated
    permanent program midsummer 2007.
  • Source separated locations will continue with the
    program

Permanent Program Details
  • Free blue recycling bins
  • Free recycling services once a week
  • Free educational materials for tenants, owners
    and managers
  • Tenants, owners and property managers can
    request the service. Implemented only with owner
    or property manager approval.

Permanent Program Funding
  • In 2002, the City approved a 10 gross receipts
    fee on private haulers.
  • These special funds are only to be used for AB939
    compliance and special recycling programs.

    thousands of records is imperative to maintaining
    a successful program
  • Monitoring service through regular audits will
    ensure customer satisfaction and can increase
    enrollment through word of mouth
