  • Established in 1961 as a College of Pedagogy (3

    years study)
  • Reorganized as the Ovidius University of
    Constantza in 1990 by the GD

OUC Values
  • OUC was named in the honor of Ovidius, the Latin
    poet, author of Ars Amandi, who lived his last
    part of life in the ancient city of Tomis (former
    name of Constantza) as a punishment for his poems
    against the Cezar. At Tomis, Ovidius wrote some
    of his masterpieces like Metamorphosis and
    Tristae.
  • The main values promoted by OUC are inspired by
    the life of Ovidius

    against the Cezars

  • 1992 the cooperation with TUV Bayern and the
    establishment of a QM Research Group at OUC
  • 1994 the cooperation with World Bank Economical
    Development Institute on Quality Standards in
    professional training
  • 1996 the cooperation with Virginia State
    University on TQM consultancy for SMEs
  • 1997 the initiation of cooperation with
    University of Northern Iowa on improvement of
    quality of education by ITC technologies
  • 1999 the involvement in the National Strategy on
    QM in HE
  • 2000 the effective start up of the QA Program in
    OUC
  • 2001 selection among the 5 pilot Universities in
    Romania for the MATRA Project
  • 2003 external peer-review of two programs and the
    first draft of the QM
