MSG Greater Cincinnati CSO Long Term Control
Program
  • Wet Weather Program includes CSOs, CAPP, water
    in basement, and other wet weather issues.
  • Wet Weather Program Submitted June, 2006 in
    accordance with Consent Decree.
  • Affordability is a major issue.
  • Green Infrastructure is now considered part of
    the solution.

Green Infrastructure is planned as a 3-Tier
Program in the LTCP
  • Tier 1 Approximately 5 full scale Pilot
    Projects which will provide tools and
    experience for the Department to use as more
    Green Infrastructure Projects are planned and
    implemented. 
  • Tier 2 Every Gray Project will be evaluated
    within the LTCP at the Bundle or Project level of
    implementation for opportunities to include Green
    Infrastructure in combination with Gray or to
    eliminate the need for Gray Projects.  Green
    infrastructure will be evaluated versus Gray
    Infrastructure on a cost basis acknowledging
    that sometimes a Green solution may provide
    additional benefits to Gray.
  • Tier 3 System-wide Green Infrastructure Program
    Measures will include system wide education and
    development of Green Program regulations,
    policies. and practices.

CSO Long Term Control Program
  • 212 CSOs
  • Most solutions are high rate treatment, storage
    projects, or combined sewer separation.
  • CSO clusters reviewed for opportunity to
    eliminate small storage requirements within a
    cluster.

Green Potential ?
  • Each area has its own potential to implement
    Green features
  • Is there active redevelopment and investment?
  • Is the area established, mature and stable?
  • Is the community/city/town supportive?
  • A combination of factors affect potential, near
    and long term.
  • Worked with local agencies/parties to
    characterize the potential in the CSO and
    surrounding areas.

  • 2.0 MG of storage and consolidation pipe to
    provide 85 control for CSOs 84 and 503.
  • Green review identified gt100 acres of open space
    in the area and the potential to control/manage
    stormwater.

    226 area equivalent to 0.025 MG of green
    storage.
  • Not enough near term potential Long term
    potential of 0.23 MG combined with increasing
    interception capacity will attain target control
    level of 85.
  • Storage facility eliminated in lieu of Green and
    Regulator adjustment.

Green Infrastructure in CSO LTCP
  • Opportunities to reduce or eliminate some
    proposed Gray projects especially small storage
    tanks
  • Provides improved level of control and water
    quality in areas that will not be addressed by
    gray projects for some time.
  • Tools, including methods, costs, and policies,
    will be developed in time and will ultimately
    determine the Green Program.
